Despite the 2004 decree prohibiting a tennis teacher from giving private lessons outside the slots assigned to an association, fraud had become widespread in Paris, involving municipal agents. So much so that it had become almost impossible for a player to find a field available on the schedules yet dedicated to the public in one of the 35 complexes of the capital.
