The National Development Bank (BNDES) has launched a public competition for filling higher-level positions, offering an initial 150 vacancies and another 750 for the formation of a reserve list. The announcement was published this Monday, the 22nd, in the Official Gazette of the Union, and is available on the BNDES website.
The announcement also marks the end of a 12-year period without public selection processes for entry into the institution. The most recent selection process was opened in 2012 and the tests were applied in early 2013.
For the first time in history, the Bank has reserved a quota of 30% for black people. The last personnel selection process of the Bank was launched in 2012 – before the Law No. 12,990/2014, which addresses the reservation of vacancies for racial quotas.
Currently, the institution has an approximate percentage of 14.6% of black individuals (12.9% mixed-race and 1.7% black), while the approximate percentage of this group in Brazilian society is 56.1% (47% mixed-race and 9.1% black), according to data from the National Household Sample Survey (PNAD Continuous). The reservation of vacancies for black people aims to correct this distortion and aligns with the institutional goals of BNDES to promote diverse and inclusive development.
Additionally, there will also be reserved vacancies for persons with disabilities (PcD), which has been present in the Bank’s competitions for over twenty years. For this group, covered by Law No. 8,745/1993, the minimum percentage of vacancies has been increased from 5% to 15% (10% above the legal minimum), following negotiations and the signing of a Conduct Adjustment Term with the Federal Public Ministry.
“Aligned with the policy of the Lula government, we are building an increasingly inclusive BNDES for the future. Therefore, our effort to hold a competition that expands opportunities for those who have historically had fewer chances, including in the public service. The bank is committed to combating inequalities,” said BNDES President Aloizio Mercadante.
According to Helena Tenório, BNDES’s Director of People, Management, and Operations, BNDES competitions have historically been effective in hiring excellence professionals in various careers. “In the current competition, we will demonstrate that it is possible to achieve the same excellence with a more diverse team. The inclusion of racial quotas, for persons with disabilities (PcD), and the national scope of the tests not only encourages high standards of competence but also strengthens representativity. Diversity enriches the work environment and improves the services provided to society,” she explained.
Position – The selection process offers the position of analyst with the following focuses: administration, systems analysis/cybersecurity, systems analysis/development, systems analysis/support, architecture/urbanism, digital archiving, accounting sciences, data science, social communication, law, economics, engineering, and organizational psychology.
All focuses require specific training, except for the data science focus, which requires a higher education degree in any field of activity, but always evidenced by the presentation of a diploma or properly registered completion certificate. For professionals in the fields of administration, accounting sciences, law, economics, engineering, and organizational psychology, registration with the respective council or professional order is also required.
The vacancies offered are intended for the BNDES service office in Rio de Janeiro, RJ. However, according to the service needs and the interest of the Bank’s administration, the candidate may be allocated to a unit located in any other city where the institution already operates (Brasília-DF; São Paulo-SP; or Recife-PE) or will come to operate. BNDES requires candidates to be available to travel for service, domestically or internationally.
Compensation and benefits – The initial salary foreseen in the Bank’s new plan for positions and salaries is R$ 20,900. The work week is 35 hours.
In addition to the rights provided for by law, successful candidates will have the following benefits: the possibility of career advancement in accordance with the position and salary plan in effect at the time of employment, based on the employee’s performance; health assistance; educational assistance (childcare, daycare, and primary and secondary education); and complementary pension plan, in addition to other advantages established by specific complementary regulations that are in effect at the time of hiring.
Applications and tests – Applications can be made starting next Friday, the 26th, at 10 a.m., and will remain open until August 19th, at 11:59 p.m., on the Cesgranrio Foundation website. The application fee is R$ 110.00.
Another new feature is that, for the first time, the tests will be applied in all Brazilian capitals. The tests will take place on October 13th, with the objective test in the morning, lasting four hours, and the essay test in the afternoon, also lasting four hours. The choice of the city for the tests and the position/focus must be made at the time of application.
Candidates for the vacancies reserved for black people will also undergo hetero-identification, i.e., a procedure for verifying the declared condition, as per Normative Instruction MGI No. 23, of July 25, 2023. Candidates who declare themselves as persons with disabilities must submit a certificate, report, or documentation, as detailed in the public selection announcement.
