BNP has received permission to hold a rally in front of its central office in Nayapaltan of the capital.
Deputy Commissioner (Operations) on behalf of Dhaka Metropolitan Police (DMP) Commissioner on Thursday (May 9) around 12:00 p.m. This information was conveyed in a written memorandum signed by Abu Yusuf.
However, despite the permission, the police added 19 conditions. It is said in the DMP’s memorandum that, in view of the application, permission was granted to hold a rally on the initiative of the Bangladesh Nationalist Party-BNP in front of the central office of BNP in Nayapaltan on May 10 at 3 pm.
The conditions are-
1. This permit is not a permission to use the space, permission must be obtained from the concerned authorities for using the space.
2. The terms and conditions specified in the space usage permit must be duly observed.
3. All assembly activities should be restricted within the approved space.
4. Adequate number of volunteers (with visible ID cards) should be recruited under own management for security.
5. Mic/Soundbox shall not be used outside the approved area or on the side of the road.
6. Projectors shall not be placed outside the permitted area or on the side of the road.
7. No gathering of people on the streets or sidewalks outside the permitted areas.
8. Mic/Speaker cannot be used during Azan, Namaz and other religiously sensitive times.
9. No caricature speech shall be given or broadcast on any subject which may hurt religious sentiments.
10. No obstruction shall be created to the movement of vehicles and traffic including assembly on the road including the vicinity of the authorized place.
11. No kind of stick, stick or rod can be used to cover the carrying of flags, banners, festoons at the assembly ground.
12. Activities that are contrary to law and order and disturb public safety shall not be carried out.
13. No activity or speech against the state will be allowed.
14. No inflammatory speech or distribution of leaflets shall be permitted.
15. You cannot come to the assembly place with a procession causing public trouble.
16. Cars must be parked in designated parking areas, no cars can be parked on the main road.
17. The organizing authority will be responsible if the law and order situation deteriorates at the rally venue.
18. Failure to duly comply with the said conditions shall result in immediate cancellation of this permission order.
19. Authority reserves the right to cancel this permission order without assigning any reason in public interest.
Earlier, 3 senior leaders of BNP met the police commissioner at DMP’s office around 11 am on Thursday to seek permission for the rally. The three-member delegation included BNP Central Publicity Secretary Shahid Uddin Chowdhury Anyi, BNP Chairperson Advisory Council member and Dhaka Metropolitan South BNP convener Abdus Salam and Member Secretary Rafiqul Alam Majnu.
Coming out after about a quarter of an hour, Abdus Salam, convener of Dhaka Metropolitan South BNP, said that the attitude of the police was positive about Friday’s rally. He said, ‘We had already announced this rally. However, due to the heat wave, it has been decided to postpone it to Friday. This rally and march will be held on the initiative of Dhaka Metropolitan South BNP to demand the unconditional release of BNP Chairperson Begum Khaleda Zia along with her medical treatment, and the release of senior joint convener of Dhaka Metropolitan South BNP Nabi Ullah Nabi.
