Bolzano, the Tricolour flag removed from the balconies – Bolzano

BOLZANO. It is forbidden to display flags in windows, not even if they are the Tricolour. “Dura lex, sed lex” the Latins used to say, and of course it is right that the rules be respected, even when they seem particularly rigid. But it was always the same Latins who hoped that everything was done “cum grano salis”, always using a pinch of common sense, in short. What happened in via Passeggiata dei Castani, in the beautiful building at number 33, would lead one to think that that “dura lex” was applied without “grano salis”. The regulations of the building, which is municipal property and from which there is a splendid view of Bolzano, establish that it is forbidden to “display linen, clothing or other objects at the windows or in a visible manner above the height of the balcony parapet” and also “to place plants or flower pots on the windowsills, on the balconies and on the balcony railings unless, in compliance with the provisions of the municipal regulations, they are anchored and equipped with appropriate protections to prevent dripping and any damage or danger to other concessionaires, and that they do not dirty the windows and terraces of the floors below or damage the plaster and paintwork of the facade”.

All clear, all correct: basic rules of civil coexistence that also guarantee respect for public property. The problem arises from the circular intended for housing concessionaires which, delivered by hand a few days ago, calls for compliance with the regulation, revealing that «from inspections carried out the following was revealed: the placement of plants and flower pots on the windowsill and on the balcony parapet; the display of flags on the windows and the display of lights in addition to the height of the balconies». All legitimate objections, but that “flags” leaves one perplexed, regarding which, moreover, the regulation makes no mention of a ban. Unless they are included under the heading “linen, clothing or other objects”. So, a couple of green, white and red flags, of modest dimensions, timidly displayed on as many balconies, represent an eyesore that should be removed or even a danger? The removal order, because that’s what it is, might be understandable if it were about some giant flag of this or that football team or protest banners with proclamations or insults.

In the building, no one wants to talk and, therefore, it is impossible to know whether the Tricolours were displayed in conjunction with the results obtained by some athletes at the Olympic Games currently underway in Paris or whether it is a simple and polite sign of belonging, which obviously has nothing extremist or provocative about it.

against anyone. The second hypothesis is much more plausible given that many tricolors are displayed along the streets of Bolzano and that, always there, right on the buildings of via Passeggiata dei Castani, the Italian flags have been there for years (just take a look at Google maps to have proof) without having caused any disturbance to anyone. The question, therefore, is only one: do the tenants guilty of having displayed the national flag really risk, in the worst case scenario, if they do not remove it, the “revocation of the assignment of the accommodation and the termination of the contract concession by right with the charging of any expenses”? Well, it really seems that the “grano salis” has been lost a bit, perhaps rolled down

along the steep Passeggiata dei Castani road that from Aslago climbs up the mountain fi-

no to the elegant, recently renovated municipal buildings.
