On that occasion, the Sultan said that in reality the DPD RI is able to play a role and contribute significantly in encouraging the acceleration of democratic consolidation and regional fiscal independence.

“It can be said that the DPD RI and regional autonomy are two crucial children of reform for equitable national development. However, in practice, the relationship between the two has not been truly established accurately and complementary due to the absence of a standard mechanism between the two institutions,” said Sultan when he was a resource person for the Forum Group Discussion at Menara Kompas Jakarta on Thursday (4/7).

The Sultan, who is currently running as chairman of the DPD RI, explained that Indonesia has two parliamentary institutions so it can be said to be a parliament with a bicameral system.

However, the division of authority between the two institutions (DPD and DPR) is not yet proportional. DPD is still constrained by limited authority. Meanwhile, DPR has extraordinary authority in legislative, budgetary, and supervisory functions.

“As representative institutions that both receive the mandate of the people’s sovereignty, the DPR and DPD should be able to work together and complement each other in their duties and functions,” said the former KNPI activist.
