Mr. Sadiki, who was accompanied by the governor of the province of Boulemane, Abdelhak Hamdaoui, the president of the provincial council, the president of the regional Chamber of Agriculture and the president of the Moroccan Confederation of Agriculture and Rural Development “COMADER”, also learned about the progress of the program to reduce the impact of the rainfall deficit in the province and the progress of the Missour souk and slaughterhouse projects.
With a budget of 2.8 billion dirhams, the provincial agricultural plan of the Generation Green strategy provides for social coverage for 14,000 farmers and agricultural insurance for 15,000 ha of large-scale crops and fruit plantations by 2030.
It will contribute to the emergence of a new generation of young agricultural entrepreneurs, in particular through the creation of 50 cooperatives and 70 service companies for the benefit of young beneficiaries. Regarding the support mechanisms for the new generation of solidarity agriculture, they concern 21 projects which involve the planting of 4,530 Ha of olive trees and aromatic and medicinal plants for the benefit of 4,000 beneficiaries.
Furthermore, the provincial offer in terms of the development of collective land amounts to 7,500 Ha mobilized for the benefit of young rural people.
The minister also visited the almond plantation area. The project to convert cereals into almonds in the rural commune of Serghina covers an area of 200 hectares.
With an investment of nearly 4.2 million dirhams, its main objective is to improve farmers’ income through a sector more adapted to the edapho-climatic conditions of the area.
The minister also visited a unit for processing saffron flowers into organic saffron pistils. This project involves the aggregation of 112 saffron producers around the valorization unit on an area of 15 hectares, in the municipalities of Serghina, Enjil and Almis.
At the level of the territorial commune of Talzemt, Mr. Sadiki visited a refrigeration unit of the apple tree, built within the framework of the Green Morocco Plan strategy.
With a total cost of 5.9 million dirhams, this unit is part of the apple development program. It covers an area of 3,000 m2, has a storage capacity of 1,200 T and benefits 285 beneficiaries.
The minister also chaired the signing of solidarity agriculture project agreements as part of the Génération Green strategy.
These are two projects for the diversification of production systems, one in Talzemt and the other in Ait Lmane, which aim to increase agricultural production and the integration of young people and women from rural areas into the socio-economic dynamics of the territory. They focus on planting, construction and equipment, the development of beekeeping and support for beneficiaries.
The Talzemt project involves planting an area of 250 hectares of almond trees and developing a hydro-agricultural system over 10 km. Costing nearly 19.9 million dirhams, it benefits 450 beneficiaries, including 45 young people and 30 women.
The Ait Lmane project involves planting an area of 250 hectares of almond trees, developing 6 km of hydro-agricultural land, and laying and developing 10 km of tracks. With a total cost of nearly 6.8 million dirhams, it benefits 163 beneficiaries, including 40 young people and 73 women.
In the territorial commune of Missour, Mr. Sadiki learned about the progress of the livestock market which is nearing completion as well as the progress of the construction work on the Missour slaughterhouses.
These projects are part of the development of the red meat sector and the modernization of the livestock sector.
The construction of the livestock market and the slaughterhouse was planned as part of the Pillar II projects of the Green Morocco Plan. The livestock market covers an area of 19,500 m2 and the slaughterhouse covers an area of 5,000 m2. The overall cost of these two projects is estimated at nearly 18.3 million dirhams.
On this occasion, the minister chaired the signing ceremony of the agreement relating to the implementation of the 2nd phase of upgrading the livestock market concluded between the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, the province of Boulemane and the commune of Missour.
Mr. Sadiki also learned about the progress of the program to reduce the impact of the rainfall deficit in the province of Boulemane and launched the exceptional program for the 2022-2023 campaign.
The first tranche involves the distribution of 72,000 quintals of subsidized barley and 1,300 quintals of compound feed.
As part of this program, for the 2021-2022 campaign, 91,949 quintals of subsidized barley were distributed to 17,530 beneficiaries, 1,350 quintals of compound feed were distributed to 856 beneficiaries, in addition to the acquisition of 4 tanker trucks and the creation of two water points for watering livestock.
On this occasion, the minister visited the livestock watering point built in Sidi Boutayeb.
It should be noted that the programme to reduce the impact of the rainfall deficit has several areas, relating to the distribution of subsidised barley and subsidised compound feed, animal health, watering of livestock, development of small and medium irrigated areas and development of rangelands.
In a statement to the press, Mr. Sadiki indicated that the provincial plan of the ministry focuses on the development of the agricultural sector through a set of programs that concern the development of production sectors, such as almond and apple trees, as well as the promotion of agricultural products and support for solidarity agriculture.
He highlighted the ambitious projects that will help to open up agricultural areas and the populations of the province of Boulemane, in particular the drip irrigation programs aimed at saving water by transforming localized irrigation systems.
Mr. Sadiki stressed, on this occasion, the willingness of his department to support investors in the agricultural sector through the Agricultural Development Fund and to allocate support to farmers to cope with the effects of the drought that Morocco has experienced in recent years, within the framework of the national program to reduce the impact of the rainfall deficit.
According to the minister, potato and onion seeds will be distributed to farmers during this agricultural season and training and continuing education programs will be implemented for the benefit of farmers, noting that the support allocated to farmers will also include imported nitrogen fertilizers in order to reduce production costs.
