CREMONA – The Decree of the Ministry of Health of 31 August 2021 introduced an important support measure for women who, due to certified pathological conditions, cannot breastfeed. Women with an ordinary ISEE not exceeding 30,000 euros per year can in fact request a contribution for the purchase of breast milk substitutes. Below are all the details on how to access this subsidy, who can benefit from it and in which cases breastfeeding is contraindicated.
REQUIREMENTS TO APPLY FOR THE CONTRIBUTION
As established by the Ministerial Decree, women affected by specific certified pathological conditions and with an ISEE not exceeding 30,000 euros per year can request a financial contribution. The subsidy, indicated by the Lombardy Region in resolution no. XI/7665 of 28.12.2022, amounts to a maximum of 400 euros per year per newborn, and can be used to purchase infant formula for a maximum period of up to the sixth month of the child’s life, if it is not possible to use donor human milk banks (BLUD).
WHEN IS BREASTFEEDING CONTRAINDICATED?
According to the Ministerial Decree, there are specific maternal conditions that absolutely or temporarily contraindicate breastfeeding:
HOW TO APPLY FOR A CONTRIBUTION
Women who find themselves in the conditions described above and who meet the economic requirements can request the contribution at the competent offices of their Region of residence. It is essential to present all the necessary documentation, including the medical certification attesting the impossibility of breastfeeding.
This measure represents an important support for new mothers who, for health reasons, cannot breastfeed naturally, while still ensuring the nutritional well-being of the newborn.
The question – what must be submitted by next October 15th – must report the date of submission and be accompanied by:
- Certification of pathological maternal condition, issued by the general practitioner or by a specialist doctor
- Prescription for infant formula issued by your GP or specialist doctor
- Ordinary ISEE (not exceeding €30,000) relating to the year in which the expenses were incurred
- Original receipts for breast milk substitutes purchased in the presence of conditions that contraindicate breastfeeding
- Bank details of the applicant for the disbursement of the contribution
- Copy of the front/back of your identity document

The request, with reference to the expenditure incurred for the births from January 1, 2023 to December 31, 2023can be delivered to the Cremona and Casalmaggiore Consultants or sent via certified email a [email protected]. It must be accompanied by all the documents indicated above.
