The Department of the Investigative Committee of Russia (ICR) in the Perm Territory is conducting an inspection on the fact of the death of two people after the fall of the bridge crossing on the Perm-Yekaterinburg highway. On Tuesday morning, a MAN truck, which was driving with a raised body, crashed into the transition at the 50th kilometer of the highway. As a result, the structure crushed the cab of this car, as well as the Gazelle, which was driving in the oncoming lane. Investigators intend to check the organization of labor protection in the organization that operated the truck, as well as compliance with building codes and regulations during the construction of the facility. The management of the company involved in the construction of the crossing is convinced that all of them were complied with, and the facility itself was inspected by Rostekhnadzor.

According to the Main Directorate of the Ministry of Internal Affairs for the Perm Territory, the fall of the overhead crossing occurred after a MAN truck driver hooked it with a body raised to the upper position. From the impact, the truck stopped, and the multi-ton structure fell onto the cab. At that time, a Gazelle was passing under the crossing in the opposite direction, which also received a blow. As a result, both drivers were killed, and traffic on the federal highway was paralyzed. The traffic police and the local fire department arrived at the scene. The damage to both cars was so serious that the bodies of the dead had to be removed by specialists from the Perm Regional Rescue Service using a hydraulic tool. Traffic on the federal highway was restored in the afternoon.

The truck, according to Kommersant’s information, belonged to a subcontractor LLC Construction and Production Company Zeleny Gorod, which performed work on the reconstruction of a section of the Perm-Yekaterinburg highway. The contract value is 3.6 billion rubles. This company has already begun to return the fallen structure to its place together with the Perm “Mostootryad No. 123” (a branch of JSC “Uralmostostroy”), which was engaged in the construction of the bridge. Note that at the time of the accident, the facility was not put into operation.

The incident attracted the attention of the ICR regional department and the prosecutor’s office of the Perm Territory. Both departments announced that they were conducting investigations into the incident.

«Investigators will seize and study the technical documentation regulating the construction of an elevated pedestrian crossing, as well as supervision over the observance of labor protection and safety rules in a transport organization, ”the ICR press service reports.

The director of Mostootryad No. 123, Yuri Istyagin, says that there were no violations during the construction of the overhead crossing. According to him, the facility would be built in accordance with all standards and properly secured. At the same time, he passed several checks, including those of Rostekhnadzor specialists. “This is a rather heavy structure, its weight is over 60 tons. To demolish it, the four-axle truck had to accelerate to a very high speed, ”says Mr. Istyagin.

Another interlocutor of Kommersant notes that even the concrete pillar on which the passage stood was bent from the impact. At the same time, the truck driver violated not only the traffic rules. But also the rules of labor protection in transport, by which the movement of a car with a raised body is prohibited.

«If the truck driver had survived, he would have had at least Part 3 of Art. 264 of the Criminal Code of the Russian Federation (violation of traffic rules, resulting in the death of a person by negligence), – says the interlocutor, – but now a “refusal” decision will be issued in connection with the death of the person subject to prosecution. “

According to him, several examinations and studies will be assigned as part of the check. In the course of them, investigators will receive data on the technical condition of the injured vehicles and their speed during an accident, as well as on the technical condition of the bridge.
