The National Assembly discussed the Broadcasting and Communications Commission Act among the four broadcasting laws (Broadcasting Act, Broadcast Culture Promotion Association Act, Korean Educational Broadcasting System Act, and Broadcasting and Communications Commission Act Amendment) at the plenary session on the afternoon of the 25th. People Power Party lawmakers protested and started a filibuster (unlimited debate). The filibuster is expected to last at least 4 nights and 5 days.

Speaker Woo Won-shik first brought up the revision of the Broadcasting and Communications Commission Act, one of the four broadcasting laws, at the plenary session that afternoon. In response, the People Power Party applied for a filibuster, and Rep. Choi Hyung-doo, the ruling party floor leader of the National Assembly Science, Technology, Broadcasting and Communications Committee, came forward as the first filibuster and began speaking.

According to the National Assembly Act, a filibuster can be forcibly terminated after 24 hours with the consent of at least three-fifths of the members present. If the opposition party attempts to forcibly terminate the filibuster, the People Power Party plans to request a filibuster every time another bill on the four broadcasting laws is proposed. If everything goes as planned, the People Power Party will be able to continue the filibuster for at least 24 hours per bill, for at least four nights and five days. However, since the Democratic Party’s national convention is scheduled for the weekend, the filibuster could last five nights and six days.

The Broadcasting 4 Laws are an amendment to the Broadcasting and Communications Commission Act that includes a provision to increase the number of directors of public broadcasters such as KBS, MBC, and EBS and expand the authority to recommend directors to academia, professional organizations, etc., and to increase the number of members required for resolution of the Korea Communications Commission to four or more. The Broadcasting 3 Laws were passed by the Democratic Party in the plenary session of the 21st National Assembly, but were scrapped when President Yoon Seok-yeol exercised his veto (right to request reconsideration).

The opposition party passed the four broadcasting laws alone in 15 minutes at the National Assembly’s National Defense Committee on the 18th of last month. Then, at the National Assembly’s Legislation and Judiciary Committee held on the 25th of last month, Democratic Party Legislation and Judiciary Committee Chairman Jeong Cheong-rae passed the bill without accepting the People Power Party’s request for additional discussion.
