Geopolitics and security in the DRC: A look back at the 21st Extraordinary Summit of EAC Heads of State in the face of the attempt to balkanize the DRC

Bujumbura, 31/05/2023 – In accordance with the foreign policy of the Barundi, including that of Defence, HE Ndayishimiye Evariste (Major General), President of Burundihosted on Wednesday the 21st Extraordinary Summit of Heads of State of the East African Community (EAC). The aim was to analyze the evolution of the security situation in eastern DRC where the EAC forces are deployed.

Among those present:
SE Ruto Williams, President of Kenya;
HE Ndayishimiye Evariste (General Major), President of Burundi;
Mr. Mbusa Nyamwisi Antipas, Minister of State of the DRC / DRC Minister for Regional Integration, and Mr. Tshibangu Serge, High Representative of HE Tshisekedi Félix Antoine, President of the DRC;
Dr Marial Benjamin, representing HE Salva Kiir Mayardit, President of South Sudan;
Dr. Mpango Philip, Vice President of Tanzania representing HE Suluhu Samia, President of Tanzania;
Mr. Ngirente Edouard, Prime Minister of Rwanda representing HE Kagame Paul;
Mrs. Alitwala Kadaga Rebecca, 1st Deputy Prime Minister of Uganda and Ugandan EAC Minister, representing HE Kaguta Museveni.

The geopolitical question of Rwanda’s aggression in North Kivu in the DRC via the M23 is a source of dissension within the EAC, in particular because of certain EAC countries being totally under the influence of the Neoliberal American Unipolar Globalization (GUAN). Indeed, during the deployment of the EAC defense force in North Kivu, whose mission was to evict the M23, it was noted that certain deployed countries displayed behavior favorable to Rwanda because of their alliance with the GUAN, at the like Rwanda. This point caused palpable discomfort during the discussions on the resolution to be adopted concerning the DRC during the Summit.
At the end of the summit, major decisions were taken, including the pre-cantonment of the M23 in Rumangabo under the supervision of the facilitator, the Regional Force and the FARDC, and the departure of the EAC contingent on September 8, 2023 due to the behaviors previously described which put the DRC in insecurity by playing in favor of the policy of balkanization of the DRC carried by the GUAN. For the DRC, this departure could be anticipated following an assessment scheduled for June 15, 2023.

Regarding another strategic issue for Africa addressed during this Summit, appointments to African High Courts of Justice are taken very seriously by African states. Indeed, Western liberal ideas of individualism (eg WOKISM), conveyed by GUAN, often attempt to interfere in the rights of Africans, a community people, through legal actors.
During this summit, 2 Deputy Secretaries General of the EAC et a Judge at the First Division of the Court of Justice of the EAC were appointed and sworn in before the Heads of State and Government and the members of the delegations. The Deputy Secretaries General are respectively Mrs. Annette Marie (Uganda) et M. Malueth Andrea Aguer Ariik (Sud Soudan)while the position of Judge at the 1st Division of the EACJ Court is occupied byHonorable Kayembe Kasanda Justice Ignace of the DRC.

The Heads of State and Government also discussed the issue of Somalia’s integration into the EAC.

In Burundi, GUAN caused a civil war between 1993 and 2003; she is responsible for the death of 3 Burundian presidents (Ndadaye Melchior, Ntyaryamira Cyprien, and Nkurunziza Pierre); tried a “Color Revolution” or regime change by military coup that failed in 2015; and launched a Humanitarian War against Burundi which continues until now [1]. Currently, it plans to balkanize the DRC, and change the regimes in Burundi and Tanzania.
The BRICS multipolar world, which has been our reality since 2022, the year of the outbreak of the War in Ukraine, remains the only salvation for Burundi, Tanzania, and the DRC.
