Vladimir Putin’s meeting with members of Delovaya Rossiya on Thursday began with the announcement that the government was not going to impose a lockdown against the backdrop of the rapid spread of the “omicron” and, accordingly, anti-crisis aid packages would not be discussed. The president promised to take into account proposals to improve systemic support for entrepreneurship. Business problems are not new – they are excessive administrative pressure and lack of stability in the economy. Meanwhile, the approach to solving them is changing – business is increasingly counting on close cooperation with the state and is ready to open up to controllers in exchange for their advice.

The main topics of the president’s meeting with the members of Delovaya Rossiya, who represent a small number of medium-sized businesses in Russia (only 12,000 companies), were to be issues of systemic business support. The agenda included stimulating the investment activity of companies, reducing administrative pressure and excessive control, developing infrastructure and improving regulation.

The head of Delovaya Rossiya Alexei Repik gave the opportunity to ask the first question to a colleague from St. Petersburg, who is concerned about possible tightening due to the spread of omicron. “The government has no such plans to introduce any additional restrictions,” the president said. In addition, the government is ready for relief for contact persons so that they can continue to work. At the same time, Vladimir Putin recalled that in the previous two years, many measures were just related to the need to support the labor market and preserve jobs.

Now the main de facto measure remains the ability of entrepreneurs to work in the absence of lockdowns.

The main part of the meeting turned out to be chaotic – along with possible incentives for investment activity, the participants of the meeting discussed measures to combat diabetes, experimental legal regimes for switching to electronic prescriptions, the resumption of the car recycling program and the creation of a national ESG standard. At the same time, the main problems of business, as the meeting participants admit, are the same – high business risks and the unpredictability of the business environment.

A possible solution to the problem of entrepreneurs’ mistrust of government should be the introduction of a single investment standard in the regions – the details of this work were discussed in detail at a meeting with First Deputy Prime Minister Andrei Belousov on Wednesday. The quality of the implementation of the investment standard will determine the budgetary support of the regions – in particular, compensation for losses in the framework of investment tax deductions (see Kommersant of February 3). According to Mr. Belousov, tax deductions increase profitability, increase the efficiency of investment projects, and reduce their payback periods. However, the mechanism was not popular with the regions for a long time, now the authorities are finalizing it.

According to Aleksey Repik, another instrument of financial support for investors, the investment tax credit, also needs to be improved. “All the mechanisms already exist in the Tax Code, they just need to be fine-tuned: expand the basis, define the parameters, unify the requirements for granting a loan,” he explained.

In exchange for reducing the risks of implementing investment projects, entrepreneurs are ready for greater cooperation and disclosure to regulatory authorities.

According to the president of Delovaya Rossiya, Pavel Titov, companies often find out about non-compliance with standards when inspectors visit a facility under construction or commissioned. To solve the problem, he proposes to extend the institution of a motivated opinion that operates in the Federal Tax Service to other regulators – first of all, to the most problematic from the business point of view, Rosprirodnazor. If the experiment is successful, the practice can be extended to other control and oversight departments. As a reminder, as part of tax monitoring, companies voluntarily provide the Federal Tax Service with remote access to their accounting systems in exchange for reducing the administrative burden and reducing tax risks. The constant “supervision” of the tax authorities allows you to prevent violations or immediately learn about them.

Deputy Prime Minister Victoria Abramchenko, who supervises Rosprirodnadzor, supported the desire of business for transparency. “We discussed this possibility with business, we believe that there really is such a problem, and it would be right to expand our support not only as a controller, but also as a consultant,” said Svetlana Radionova, head of Rosprirodnadzor.
