It has been reported that the National Human Rights Commission of Korea will receive a complaint regarding the controversy over actor Byun Woo-seok (33)’s ‘excessive security’ and begin an investigation.

On the morning of the 14th, a netizen reported that regarding the excessive security incident involving Byun Woo-seok, “I judged it to be a ‘human rights violation’ according to the National Human Rights Commission Act, and filed a complaint with the National Human Rights Commission today through the People’s Petition Center.”

He added, “We strongly urge the National Human Rights Commission to thoroughly investigate and, if any illegal activity is discovered, to take strict measures, including requesting an investigation.”

According to Article 30 of the National Human Rights Commission Act, if a person’s human rights have been violated or discriminated against in connection with the performance of duties by a government agency, local government, school at all levels, public service-related organization, or detention or protection facility, the person who has been discriminated against or is aware of the fact may file a complaint with the organization or the commission. If the complaint is deemed to constitute a criminal act, the commission may request the Prosecutor General or the competent investigative agency to conduct an investigation.

In relation to this, the National Human Rights Commission of Korea stated to a media outlet on the 15th, “It is true that a complaint has been received regarding the above content,” and “We plan to begin an investigation according to normal procedures.”

This controversy occurred on the 12th when Byun Woo-seok was leaving the country via Incheon International Airport for his Asian fan meeting tour. According to footage posted on social network services (SNS), security guards controlled the airport gate for about 10 minutes. They blocked the passage of other airport users because Byun Woo-seok was moving.

In addition, when Byun Woo-seok moved to the airport lounge, it was reported that he flashed the passengers using the lounge and checked their airline tickets. It was reported that there were children among the passengers who were affected. It was reported that no passengers approached Byun Woo-seok or made physical contact with him at the time, sparking controversy over ‘excessive security.’

As public criticism spread, the security company apologized through News 1, saying, “The agency never made such a request (for excessive security)” and “It was wrong for the security guard to use the flash.”

However, Incheon International Airport Corporation told Donga.com, “There was no agreement with the airport police regarding the private security company’s inspection of airline tickets in the lounge,” and “the airport police also do not have the right to arbitrarily inspect passengers’ IDs or airline tickets.”
