Watan Today: In its session held today, Sunday, under the leadership of Prime Minister Dr. Bishr Al-Khasawneh, the Council of Ministers approved the compulsory vehicle insurance system for the year 2024 AD.
The aim of the system is to cover all damages resulting from vehicle accidents, including damage to the driver of the vehicle that caused the accident and its owner, and to set limits on the insurance company’s liability for such damages compensation.
The system also helps to resolve any dispute between insurance companies and the beneficiaries of the compulsory insurance contract, by specifying the cases covered by the insurance contract, the cases excluded from insurance coverage, and the cases where the insurance company can refer it to the. insured or the driver of the vehicle that caused the accident.
The system also aims to protect the rights of individuals to receive compensation for physical or material damage caused by a non-Jordanian vehicle while inside the Kingdom, even if their insurance contract has expired. Because it is legally insured by the same insurance company.
The Council of Ministers also approved the Unified Office System for Compulsory Vehicle Insurance for the year 2024 AD. This is done for the purposes of determining the provisions and procedures regarding the work of the unified office and its management under the control and supervision of the Central Bank of Jordan, and to determine the tasks of the unified office, its obligations, its financial resources, ie and other administrative and financial affairs.
The Council also approved the Guarantee Fund system for the insured and beneficiaries of insurance contracts for the year 2024 AD. For the purposes of determining the provisions and procedures to compensate the insured and the beneficiaries of the insurance contracts in the event of the decision to liquidate the insurance company, or the insufficiency of its assets from the fund for the insured and the beneficiaries of the insurance contracts, and the financial resources of the fund and determine the means of disbursement therefrom.
The Council of Ministers decided to approve the reasons for the draft law amending Competition Law 2024 AD. He referred it to the Bureau of Legislation and Opinion to proceed with the constitutional procedures to issue it according to the rules.
The aim of the draft law is to ensure the protection of free and effective competition in the market, and to develop the mechanisms for its implementation in the Kingdom by strengthening the institutional form of the administrative body related to the implementation of the provisions of the law, so that the Competition The Directorate is called the “Competition Protection Department” and is managed by a general director appointed by a decision of the Council of Ministers based on the approval of the Minister.
The proposed amendments also provide for strengthening the role of the advisory body through the establishment of an “Advisory Council for Competition Affairs”, which will improve the disclosure of anti-competitive practices and other proposals.
On another level, the Council of Ministers decided to start allowing the purchase of wheat and barley crops (seeds and containers) produced during the 2023/2024 agricultural season. This is the trade account opened by the Ministry of Industry, Trade and Supply, and in collaboration with the Ministry of Agriculture and the Jordan Cooperative Foundation and according to the mechanism approved in recent years.
The decision comes as a continuation of the government’s policy to support farmers and encourage them to increase the cultivation areas of wheat and barley due to their strategic importance.
Accordingly, the Council of Ministers decided to approve the purchase prices for wheat and barley at 500 dinars per ton of seed wheat and 420 dinars per ton of port wheat, and a price of 420 dinars per ton of seed barley and 370 dinars per ton of wheat. barley port was allowed.
The decision also included the approval to sell improved wheat and barley seeds for the next agricultural season 2024/2025 AD at the purchase price, provided that the treasury will bear the cost of the screening and sterilization process which is 75 dinars per tons for the expected quantities. to sell to farmers.
It also included the approval to allocate 29 million dinars to purchase the grain expected to be received, the estimated quantity of which was approximately 70 thousand tons.
The Council also approved the establishment of the Central Committee for Local Grain Purchase, under the leadership of the Secretary General of the Ministry of Agriculture, with membership of representatives from the Ministry of Agriculture, the Ministry of Industry, Trade and Supply, the Ministry of Finance, the National Center for Agricultural Research, the Cooperative Foundation of Jordan, and the Audit Bureau, and to grant the authority to the committee to set purchase instructions and to form Sub-Committees for that purpose.
The Council of Ministers decided to approve an exemption on renewable energy source systems, devices and equipment, and on the rationalization of energy consumption and its production inputs that meet the conditions and requirements of the technical specifications that were in force under the provisions of Law No. (13) of 2015, from customs duties and general sales tax imposed on them, for a period of 90 days from the Effective Date of the provisions of the law amending the Renewable Energy and Energy Conservation Law.
On another level, the Council of Ministers decided the appointment of Dr. Dhafer Al-Sarayrah as Chairman of the Council for the renewal of the Commission for Accreditation and Quality Assurance of Higher Education Institutions.
