No taxes on the first home and more attention to tax evasion

Here is what the land registry reform should provide if and when it is approved. To determine the values ​​of the properties for tax purposes, the subdivision into areas of municipalities with homogeneous microzones regarding prices and rents will change. The surface will no longer be expressed in cadastral rooms but in square meters and the buildings will be divided and classified between ordinary and special. There will be an increase in revenues thanks to the identification of properties unknown to the tax authorities, recovering the evasion on Imu and the taxes on leases. It is not yet known whether revenue invariance will be considered at national or municipal level. Prime Minister Mario Draghi reaffirmed that there is no intention to introduce taxes on first houses. But the revision of the estimates (the real estate revenues calculated by the land registry for tax purposes) could lead to a substantial change in the number of exempt taxpayers. Under the current rules, all homes that do not fall within the three groups that identify luxury residences pay reduced taxes. The change in classification, however, will lead to a change in the definition of luxury property and to include many more houses than the current ones.
