The Ministry of Public Health, through the Directorate of Information and Communication Technologies, summons suppliers to participate in the process of elaboration of the Market Study for the RECRUITING A CONSULTING FIRM FOR “SOFTWARE FACTORY FOR DIGITAL HEALTH TRANSFORMATION SOLUTIONS FOR THE CENTRAL PLANT OF THE ECUADOR MINISTRY OF PUBLIC HEALTH.”

This market study will be used to define the referential budget prior to the publication of the contracting process.

The referential price of the services must consider the following aspects:

2. The validity of the quote must not be less than 120 days;
3. The source of financing will be made with resources from the Inter-American Development Bank, for which the bidders must belong to the IDB member countries;
4. The offer must be submitted for the entire contract;
5. This process does not contemplate the readjustment of prices.

DESCRIPTION OF THE CONSULTANCY

The consultancy includes the hiring of a consulting firm in the software factory modality that allows, through work orders, the supply of software engineering products with Open Source technologies, aligned with the standardized technologies of the DTIC, for the development, updating and implementation of the technological Core systems of health presentations as it is the basis of the EHR (Electronic Medical Record) and its direct association to the PRAS and of several additional systems such as Nominal Follow-up, Epidemiological Surveillance, or the required software components such as institutional priority. The purpose is to guarantee the availability, short response times and future scalability of your modules.

The development activities that the consultant must attend to must be framed within the guidelines established by the Technology Department and the associated functional units that are part of the set of prioritized systems.

The products obtained must be based on free software tools, framed in the regulations, policies, processes, procedures, architecture, programming languages, frameworks, libraries, guidelines and good practices given by the DTIC.

The scope lies in executing software engineering activities for the Ministry of Public Health based on the needs defined through work orders, which can be repeated several times for different products and simultaneously, depending on the phases and stages. defined in the methodology, without the obligation to cover all the stages if the MSP explicitly provides for it in the work order.

The activities have the following scope:

• Analysis of functional requirements.
• Design of software solutions for business logic (back-end) using microservices, user interfaces (front-end), transactional and analytical database solutions, integration with intermediate institutional communication components such as identity servers, managers of events, routers of microservices.
• Software development
• Back-end, through microservices that contain the business logic.
• Front-end, through user interfaces.
• Database development, through the construction of models, source code, SQL scripts, database engine integrations with the products provided by the DTIC.
• Integration to intermediate communication components such as identity servers, event managers, microservice routers.
• Software tests.
• Technical tests: Unit and integration.
• Functional tests: Functional flows.
• Non-functional tests: Static and dynamic, load and stress and security.
• Software maintenance and support, through modification and improvements to software products already delivered and approved, as long as this does not imply correction of development deficiencies.
• Transfer of knowledge at the end of the consultancy, which contains all the products delivered with each work order, for the technical personnel of the DTIC related to Software and Database Engineering.

PAYMENT METHOD:

The method of payment of this consultancy will be QUARTERLY payments, after the signing of the Partial Delivery/Reception Acts and a FINAL payment, after the signing of the final Delivery/Reception Act.

In each payment, all work orders completed and accepted in that period will be taken into account.
