Humberto de la Calle and Sergio Jaramillo, two key figures in the signing of the Peace Agreement with the FARC in 2016, have expressed their disagreement with President Gustavo Petro’s proposal to resort to the “fast track” to expedite pending agreements.
In an official statement, both sides strongly rejected this proposal and advocated a return to the full implementation of the original agreement.

The statement also refers to the recent session of the United Nations Security Council on July 11, where several countries, including Ecuador, Switzerland, Republic of Korea, Mozambique and Japan urged a decisive implementation of the agreement. De la Calle and Jaramillo agreed with these countries, warning that without significant efforts in the coming years, the agreement could fail. “If we all do not make a much greater effort in the coming years, the Agreement could founder,” they said.

President Gustavo Petro, in his address to the Security Council, highlighted the importance of territorial integration and the social inclusion of disadvantaged rural populations, key objectives of the agreement. In light of this, De la Calle and Jaramillo stressed that the application of the 1991 Political Constitution throughout Colombia and the recognition of the rights of all citizens are fundamental opportunities offered by the agreement. “Showing that governments take the rights of all citizens with the same seriousness is the great opportunity that the Agreement presents to us to advance in the consolidation of the constitutional order in all corners of Colombia,” they said.
The two leaders welcomed the president’s focus on the agreement’s 16 National Comprehensive Rural Reform Plans, urging all ministries to approve and implement these plans necessary for reducing rural poverty, a goal that is still far away. They also emphasized that the implementation of these plans, related to rural education, road infrastructure, technical assistance, marketing, connectivity and labor formalization, is key to achieving the goal of reducing rural poverty by 50%. “These plans are the main tool to meet the great goal of Point 1: the 50% reduction of rural poverty, which we are very far from,” they mentioned in the document.
