Can Ibero-America become an energy alternative to Russia? The cases of Mexico, Venezuela, Argentina or Brazil.-Pablo Ahedo Cordón
The invasion of Ukraine by the Russian Federation and its use of energy supplies as an instrument of pressure have highlighted the energy vulnerability of the European Union.
To alleviate this situation of insecurity, the EU has developed an energy strategy that follows several lines of action based on energy savings, efficiency, or the transition to renewable energies. This chapter analyzes the energy diversification of the EU, understood as the search for alternative suppliers to the supply of Russian hydrocarbons. It starts from the situation of dependence in which the EU was before the Russian Invasion of Ukraine and then explains the steps that the twenty-seven have taken to reduce it, guaranteeing the stable supply of energy to the Member States. Finally, the possibility that four Ibero-American countries (Mexico, Venezuela, Brazil and Argentina) could become alternatives to the supply of Russian hydrocarbons for the EU is examined. The chapter contemplates the options that the EU is considering to diversify its suppliers and the real situation in which potential Ibero-American suppliers find themselves.
