Revising the Terms of Cross-Border Revenue

While Canadian authorities moved forward with the inaugural events, the financial architecture governing the crossing faced intense political scrutiny as the liberal government faced new questions concerning the revenue-sharing agreement with Washington. The bridge was fully financed by Canada, and construction began in 2018 at a total cost of $6.4 billion in Canadian dollars.

Under the original 2012 agreement signed during the Harper administration, Canada was slated to recoup its construction costs through full toll revenues before splitting proceeds with Michigan. However, the Trump administration pushed back earlier this year, arguing that the U.S. should hold a meaningful stake in the asset after Trump in February threatened to block the 1.5-mile bridge from opening over trade disagreements and restrictions on U.S. alcohol sales.

The agreement mandates that these funds will be paid into an economic development fund established and solely controlled by the U.S. Prime Minister Mark Carney defended the arrangement as a pragmatic step, though opposition critics challenged the concessions given the absence of debt-servicing carve-outs during the initial 15-year window.

Toll Structures and Regional Crossing Options

Motorists gaining access to the corridor starting Monday will encounter a tiered pricing system. For personal vehicles crossing the span, the base toll is set at $5.75 in U.S. dollars or $8.00 in Canadian dollars. Drivers utilizing a personal vehicle with a trailer will pay $5.75 U.S. plus $5.75 per trailer or $8.00 Canadian plus $8.00 per trailer.

The facility also introduces a discount program known as Breakaway, which allows enrolled vehicles to pass through toll lanes without stopping. Under that program, the rate for a personal vehicle drops to $4.35 U.S. or $6.00 Canadian. Large commercial trucks and oversized or hazardous vehicles face a rate of $8.75 per axle U.S. or $12 per axle Canadian, with Breakaway rates lowering those commercial tolls to $6.90 per axle U.S. and $9.60 per axle Canadian according to officials.

These prices enter a busy regional transit market dominated by the century-old, privately owned Ambassador Bridge and the Detroit-Windsor Tunnel, both of which implemented toll increases earlier this year.

Traffic Timelines and Pedestrian Access

The ribbon-cutting paves the way for vehicular traffic to begin rolling across the Detroit River. The bridge is scheduled to open to traffic as early as 12 p.m. on Monday, July 27, connecting commercial freight haulers and commuters between Michigan and Ontario. Cyclists and pedestrians will gain access to the span’s toll-free multi-use path on Wednesday, August 5.
