No candidate for the presidential election is proposing a “strategy at the height of the danger of the climate crisis” and risks to our energy supplies. This is the harsh conclusion drawn by the think tank the Shift Project, published on Monday March 28, which considers that no pretender to the supreme office exposes a ” systematic approach “, articulated, precise and quantified, necessary for the ecological and energy transition. The think tank recognizes, however, that Yannick Jadot (Europe Ecologie-Les Verts), Jean-Luc Mélenchon (La France insoumise) and Valérie Pécresse (Les Républicains) present a more substantial and coherent project than the others.
This association chaired by the consultant Jean-Marc Jancovici asked all the candidates to describe, in a few pages, their main proposals for decarbonizing France during the next five-year period, which is crucial for climate action. She then sifted through the answers, with her work as a prism of analysis. French economic transformation plan (ed. Odile Jacob, 272 p., 11.90 euros), which draws a France functioning without fossil fuels – notably via sobriety, nuclear energy but also renewables – and whose trajectory would make it possible to achieve carbon neutrality in 2050. Ten candidates took part in the exercise; only the candidate president Emmanuel Macron and the candidate of Résistons! Jean Lassalle did not respond.
General progress on the diagnostic side
The Shift Project has chosen to rely solely on the texts sent by the candidates, without taking into account their programs or their speeches. “What interests us is not to have the different pieces of the puzzle, but to know how the candidates put them together to begin a decline in emissions”justifies Matthieu Auzanneau, the executive director of the association, who specifies that he has checked whether there is no “major shift” between letters and programs. “Emmanuel Macron’s program indicates that he is committed to planning the ecological transition, but it does not present any strategy”says the expert.
The think tank observes “a general progress of the political class on the side of the diagnosis”compared to 2017. “There is a consensus that we must get out of fossil fuels and achieve carbon neutrality”emphasizes Matthieu Auzanneau, citing the exception of Nicolas Dupont-Aignan (Debout la France).
