The Russian Automobile Dealers Association (ROAD) is asking the Ministry of Industry and Trade to assist in speeding up the process of issuing electronic vehicle passports (EPTS) for new imported cars. This is stated in a letter from the Executive Director of the RoAD, Vyacheslav Zhigalov, sent on May 31 to Deputy Prime Minister, Minister of Industry and Trade Denis Manturov. Electronic PTS replaced paper ones in July 2018. The document is the main proof of ownership. Without a PTS, a car cannot be registered with the traffic police. The administrator of the EPTS system in Russia is the Electronic Passport company, owned by Rostec.
