The anti-waste law for a circular economy (Agec), which comes into force from January 1, 2024, risks disrupting the entire sector of activity of end-of-life vehicle (ELV) processing centers. If the objective is laudable, in particular by requiring manufacturers to finance and better organize the collection and processing of the vehicles they place on the market, there could be perverse effects.

To put it simply, car scrapyards will have to work hand in hand either with car manufacturers or with eco-organizations, which may have requirements. “For the moment, we do not know what will be asked of the ELV centers. If a center cannot meet these demands or have this famous partnership, what will become of it? » we explain to Mobilians, an employers’ organization. Small businesses risk having difficulty keeping up, particularly in terms of standardization, recycling performance and reuse of parts or quite simply investments.

“It is estimated that 800 centers, or half of the sector, will not be able to continue and will add to the illegal sector or will have to close,” considers Jean-Pierre Labonne, president of the automobile dismantling sector of the Federation of Recycling Companies. (Federec), which wants the application of the law to be postponed until July 2024, “so that professionals have time to comply”.

Today, the decree has not yet been published. “The timing seems tight, but the Ministry of Ecological Transition has not provided any reverse information on the deadlines,” specifies Mobilians.
