“It seems to me to be an important opportunity to see if Horacio Cartes or Tío Rico were involved,” said lawyer Pedro Ovelar in the program Controversy at the La Tele bar this Monday moments after the Public Ministry opened a criminal case in Paraguay for the murder of Marcelo Pecci.
He explained that the Penal Code of Paraguay contemplates investigating a Paraguayan who has committed an offense abroad. He recalled that before Cartes and Tío Rico were mentioned, there was only talk of territoriality since Pecci’s crime occurred in Barú, Cartagena, Colombia, in May 2022.

Likewise, Ovelar considered that this criminal case will serve to find out “what Marcelo Pecci was investigating.”
Regarding why they would involve Cartes in the case, the leader’s legal representative maintained that the former president represents “the visible face of the Colorado Party.” He recalled that thanks to him, the National Republican Association (ANR) returned to power in 2013, won the 2018 elections and swept the last municipal elections.
“I consider it desirable to attack a factor like Horacio Cartes,” he added because “he represents the Paraguayan agenda against globalist agendas.”
Star witness involved Cartes and Tío Rico
It was Francisco Luis Correa Galeano who involved Horacio Cartes and Miguel Insfrán, alias Tío Rico, in the crime of prosecutor Pecci. The main suspect of being the mastermind of the crime maintained that the former representative of the Public Ministry sent a brother of each mentioned to prison, which made them upset.
He indicated that they planned the death and contacted Margaret Chacón to carry out the murder. He stated that the orders came there from Paraguay. He collaborated with the Colombian Prosecutor’s Office to find the other suspects.
