The Capital Attorney General’s Office (FGJCDMX) recognized the existence of a black figure in the commission of crimes in Mexico City, due to the lack of reporting culture.
In a meeting with local deputies to discuss the budget, the person in charge of the Prosecutor’s Office, Ulises Lara referred to how to guarantee that the greatest number of people can report, with accessible mechanisms, as a shared concern.

“We have to generate a general culture (of reporting)… if the mechanisms are there, if they are accessible, why do we still have a black figure? It is a reality, not everyone reports or does not see it appropriate,” he acknowledged.
At the meeting,Ulises Lara requested a budget increase of 6.3 percent for the FGJCDMX in 2025, to reach the 8 thousand 855 million pesos s.

Among the priorities to be addressed with the requested resource, he listed the DNA bank the creation of the prosecutor’s office specialized in extortion, addressing the pressure in the formation of management units due to the reform of the Civil Code; considering specialized personnel for the biopsychosocial context unit and the precautionary measures unit; strengthen hearings, as well as the search for missing persons and police training.
