Celebration in Tiflet of the 16th anniversary of the creation of the DGAPR

Enhanced by the presence of the Attorney General of the King at the Court of Cassation, President of the Public Prosecution Service, El Hassan Daki, the President of the National Council for Human Rights (CNDH), Amina Bouayach, the Central Director of the Judicial Police, Mohamed Dkhissi, and the Secretary General of the Rabita Mohammadia of Ulemas, Ahmed Abbadi, the commemoration of this anniversary was an opportunity to highlight the achievements made by the DGAPR, the efforts made by its officials and the continued commitment of this institution to serving society and preserving public order.

In a speech for the occasion, the General Delegate to the DGAPR, Mohamed Salah Tamek, indicated that this meeting is intended to be an annual event to remember the sacrifices made by the civil servants of this institution, adding that it is an opportunity to evaluate the achievements and explore future projects likely to strengthen the efforts undertaken to promote the prison administration sector and the reintegration of prisoners.

By deploying all its human efforts and material resources, he said, the DGAPR is working to carry out its missions, according to an integrated vision which is reflected in a 2022-2026 strategic plan, including ambitious programs and projects.

On the other hand, Mr. Tamek reiterated the commitment of the General Delegation to continue its efforts to integrate the human rights dimension into the various services offered to detainees, and to devote a professional culture based on the balance between security challenges and human rights requirements.

Regarding the program for the qualification of prisoners, Mr. Tamek noted that reintegration is one of the priorities of the DGAPR, which is working to intensify its efforts for the effective implementation of the various education and training programs intended for prisoners. These programs are structured around axes relating to education, the fight against illiteracy and vocational, agricultural and craft training, in addition to the provision of the necessary spaces and the strengthening of coordination and cooperation with the departments and partner bodies in the operationalization of these programs, he indicated.

In this regard, he highlighted the interest in developing means of qualifying prisoners and adopting innovative programs that meet the specificities and needs of different categories of prisoners, through the continued implementation of the “university in prisons” program, the 12th edition of which was dedicated last year to sports in penitentiary institutions, announcing in this sense that the 13th edition of this program is scheduled for next May under the theme “revision of the legal system of penitentiary institutions.”

Mr. Tamek also indicated that a new impetus was given to the “Mossalaha” program, through the creation of the “Mossalaha center”, in accordance with the High Instructions of HM King Mohammed VI for the consecration of the achievements accumulated under this program.

In the same vein, he assured that the qualification programs have been strengthened by the new program “prisons without recidivism: Mossaraha”, which adopted the approach of “franchise” as a means allowing prisoners to dwell on the subjective and objective causes of recidivism, with a view to avoiding them.

As part of the promotion of the role of human capital and the use of skills, Mr. Tamek announced the publication of a special magazine dedicated to prison officials which will focus on their contributions to the treatment of subjects related to the penitentiary matter, adding that it is a “space for communication and debate around these issues, and for sharing visions and ideas for the development of action in the penitentiary environment.”

During this meeting, tribute was paid to civil servants who distinguished themselves in the “distinguished civil servant” competition, organized annually by the DGAPR.

The celebration of the 16th memory of the creation of the DGAPR is intended to be an opportunity to explore future projects and projects aimed at devoting more professionalism to the management of penitentiary institutions, alongside the major reforms and projects initiated in Morocco in various fields.
