CEOE, CEPYME, UGT and CCOO sign the V Agreement for Employment and Collective Bargaining for the years 2023, 2024 and 2025

The presidents of CEOE, Antonio Garamendi and of CEPYME, Gerardo Cuerva, and the general secretaries of CCOO, Unai Sordo and UGT, Pepe Álvarez, have signed the V Agreement for Employment and Collective Bargaining (AENC), in a ceremony held at the Círculo de Bellas Artes in Madrid.

The agreement is a new commitment to bipartite social dialogue as the axis of self-government of labor relations, with collective bargaining as its highest expression, in line with what business and union organizations have been demonstrating for decades.

In this line, in tremendously difficult contexts, such as those that have been experienced in Spain since 2020, the fruits of tripartite social dialogue cannot be understood without the drive of these organizations.

This V AENC seeks, through collective bargaining, the improvement of working conditions for workers, salary recovery, job quality and, as a result of all this, the growth of productivity and competitiveness of companies.

The agreement is especially relevant for SMEs, which are still suffering the effects of the crisis and whose recovery is not yet complete. The agreement provides SMEs, on the one hand, stability, in a scenario full of uncertainties and marked by inflation, the increase in costs and the rise in credit.

On the other hand, the AENC provides flexibility to SMEs, especially at this time when many sectors and companies have not yet recovered.

Likewise, the Agreement aspires to enrich the contents of collective bargaining and adapt them to the changes and realities that are taking place in society, in the economy and in the labor market, as well as to deal with contents that contribute to tackling structural problems such as inequality between women and men or preserve the safety and health of workers.

In this way, the V AENC responds to the need to increase wages in the current situation, while reinforcing collective bargaining as a governance model for labor relations. In addition, with an innovative approach, it opens a channel to guarantee its adaptation to the challenges of the future, such as the green transition or digitization.

With this AENC, the social agents offer society as a whole an agreement that provides certainties and commitments in the face of uncertainty and the important challenges that Spain faces as a country.

The social agents thus fulfill their responsibility in the bipartite sphere. But to complete some of these commitments, some actions require the action of the Government or other instances.
