The Science, Technology and Innovation Commission (CTI) of the Mallorca Economy Circle, chaired by José María Vicens, has drawn up a decalogue of measures that should be taken by society as a whole and by the governments of the institutions of the Balearic Islands, regardless of their political colour. The commission is made up of José Juan Novas (coordinator), Teresa Riera, Bernat Bonnín, Iñaki Miranda, Judit Vega, Juan José Garau, Antonio Carmona, Jorge Morell, Alfonso Ballesteros, Antonio Garí, Martín Ribas, Fernando Truyols, Llorenç Huguet and José vices

They explain in a public note that the science, technology and innovation (CTI) should be the motor of sustainable development of the Balearic Islands and that should be present in a transversal way in all the strategy of the Government. It ensures that STI is the key factor that will allow transforming economic, social and environmental development through economic diversification, the creation, attraction and retention of talent and internationalisation.

The decalogue drawn up by the Cercle commission ensures, for example, that the CTI strategy for the Balearic Islands should be defined through a social pact drawn up by political parties and economic, social, academic and institutional agents. He explains that the new Government should lead and promote this Social Pact for Science, Technology and Innovation. The Commission also urges the new Government to guarantee an adequate economic endowment and to look for formulas that encourage private investment in STI. It also calls for the public sector to be strengthened as a driving force behind the development of the strategy.

Decalogue for science, technology and innovation

1. Within the Illes Balears 2035 Strategic Framework (which supports the different Plans and initiatives: RIS3, Investment Strategy 2030…) and which has been repeatedly called for by the Cercle, an IB 2023 CTI strategy should be defined. /2035 that structure the different initiatives of the Government areas: Law and CTI Plan 2023/2027, AI Strategy, Cyber ​​Strategy, Innovation Strategy in Health… and be aligned with the Sustainable Development Goals from the singularity of our territory .
2. The strategy of Illes Balears de CTI should be defined through a social pact elaborated by the political parties and the economic, social, academic and institutional agents. The new government that is constituted would have to lead and promote this social pact for science, technology and innovation (CTI). The Illes Balears de CTI strategy should be established with a long-term vision, at least a decade.
3. Determined leadership of the Government and the rest of the administrations. An internal, centralized and unique governance system, and an external one that guarantees public/private participation with a high degree of agility and efficiency.
4. To this end, interface infrastructures should be developed to guarantee the structuring of the different agents of our regional innovation ecosystem and the relationships between them, as well as collaboration in national and international networks and organizations: STI Agency, Regional Development Agency. ..
5. STI policies should take into account at all times the integrity of the value chain -science, technology, innovation and transfer- with a balanced development both in the endowment of resources and infrastructures as well as in budgetary allocation. The essential commitment to basic and applied research should be correlated, not sequential, with the promotion of knowledge transfer to generate value through entrepreneurship and support for startups and small businesses, also promoting entrepreneurship and participation woman active.
6. The Government should promote the creation, attraction and retention of talent, professional training through universities, Vocational Training and the educational system, without neglecting social awareness and the promotion of an innovative culture. The Universitat de les Illes Balears, together with other university and research centers located in our community, should have a prominent role in the entire strategy, leadership and governance of the CTI.
7. The new government of the Balearic Islands would have to guarantee the adequate economic endowment, in accordance with the average of the countries around us and our current fragile situation, access to special plans and financing of national and international CTI through management of efficient political representation and a distribution with strategic criteria that guarantee the greatest impact
of sustainable value in our territory. To this end, it should develop the appropriate structures for financing management, a support office for unique projects, attracting financing from national and European resources, internationalization and attracting investors that guarantee capillarity and adequate efficiency.
8. In this line, it would be necessary to look for formulas that encourage private investment in STI, fundamentally in our main industries based on incentives such as patronage, tax incentives or innovative public purchasing that allow reverting to reindustrialization processes.
9. Special sensitivity should be taken to guarantee the legal certainty of the processes, and to the extent possible, simplify administrative procedures, preventing them from hindering the development of innovation. It is essential to develop a scenario that guarantees an ethical and responsible development of these policies that ensures the security, privacy and well-being of all citizens. Both aspects should be preserved through the creation of a public-private Commissioner to watch over them.
10. Strengthen the public sector as a driver of the development of the Strategy: the CTI must be present in the legislative development of all areas of the Balearic Islands to guarantee its inclusion at all social levels as well as the access and participation of all people in their environment and the benefits of the CTI ecosystem. The new Government that is constituted, together with the
private sector, will ensure that CTI clearly generates value for all people, guaranteeing total inclusion, specific public-private plans will be provided for non-native people in the digital age.
