Signed by the president of the Chamber of Advisors, Enaam Mayara, the presidents of the groups and the coordinators of the parliamentary groups, this Code aims to establish a common understanding of the behaviors that the Chamber wishes to promote or that it considers unacceptable, to provide a simplified guide to the advisor on the rules of acceptable conduct in the context of parliamentary action and to clarify the values and behavioral rules expected of an advisor.
The Code also aims to enshrine the principles of openness and accountability necessary for the proper functioning of representative democracy and to improve the image of the House in order to strengthen confidence in parliamentary action and, therefore, to establish the principle of moralization.
In a statement to the press on this occasion, the President of the Chamber of Advisors stressed that the signing of this Code emanates from the firm desire of all components of the Chamber to develop parliamentary performance and establish a set of rules ethical standards capable of protecting the institution and highlighting its constitutional role.
The Code includes a set of provisions relating to respect, the oral question session, the monthly plenary session devoted to the responses of the Head of Government, as well as a set of rules which govern parliamentary action and establish the moralization of the parliamentary and political life, explained Mr. Mayara.
The signing of this Code is the result of a calm and rational debate between all components of the Chamber, he added, noting that it is a binding document for all advisors.
With this signature, the first step has been taken to make the Code of Ethics obligatory which will be an integral part of the internal regulations, to be ready next November, before being submitted to the Constitutional Court for adoption.
