Charges were filed for distributing fictitious invoices in the construction industry

At the center of the affair is Ali Sobeh, a resident of East Jerusalem. He is accused of acting together with his partners to distribute and offset fictitious invoices, and offset tax liability without invoices in a total amount of over NIS 17 million.

Sobeh is accused of distributing 32 invoices to different companies, through an “authorized dealer” file he opened in his name. The VAT included in these invoices amounts to approximately NIS 124,000. He is accused of distributing the invoices in order to allow the companies that received them to evade or avoid paying VAT, and this without performing or committing to perform the services and transactions described in the invoices.

Sobeh is also accused of offsetting input tax in the total amount of about one million shekels, using fictitious invoices in the name of other companies or without invoices at all. In addition to the above accusations, Sobah and his partner Ahmed Faraj are accused of operating a similar method through a company called “Tusan Construction and Repairs Ltd.”

According to the indictment, Sobh and Farage distributed 54 fictitious invoices to a company in the construction industry, the VAT included in which amounted to approximately NIS 2.4 million. Also, the two are accused that in order to reduce the tax liability of the Toussan company, they offset 177 fictitious invoices in the name Other companies, the amount of tax included in them amounts to approximately NIS 7.8 million.

Sobah and his partner Amir Safi are also accused of operating through a company called “Oral Tivoch Jerusalem Ltd”, to offset a tax liability in the total amount of approximately NIS 2.9 million, using 126 fictitious tax invoices.

Finally, the accused Sobeh and his partner Basam Glid, who acted through the company “Oz Holdings Ltd” to distribute 5 fictitious tax invoices to another company in the construction industry, the tax implied in them amounted to NIS 22,780, without carrying out the transactions described in the invoice,

Also, they are accused of offsetting tax liability in the total amount of NIS 2.1 million without invoices.

The indictments were submitted through attorney Amos HaCohen from the legal department of Jerusalem Customs and VAT, following an investigation by the Jerusalem Customs and VAT investigations.
