Chichaoua: Sustained progress of the post-earthquake reconstruction operation in the commune of Guemassa

In several douars, such as Douar “Guemassa” or “Tiklit”, beneficiaries of direct financial aid dedicated to post-earthquake reconstruction, driven by a strong will and a lot of enthusiasm to definitively close this tragic parenthesis linked to the earthquake, continue the construction of their buildings in strict compliance with measures related to safety and the quality of the products and materials to be used.

While some residents of these two Douars have completed the development work on the plots of land and the installation of the necessary foundations, others have taken very important steps in terms of reconstruction (finishing phase) as is the case for Mrs. Zahra Lahab who, after having benefited from the first tranche of direct financial aid dedicated to reconstruction, was able to realize her dream of finally seeing her house rise from the ground.

If this operation continues under optimal conditions and at a sustained pace, it is thanks to a real synergy between the various stakeholders and services concerned, and to the constant mobilization and permanent commitment on the ground of the local authorities who have not skimped on the means, to lend a helping hand and provide all possible assistance to the people affected by the Al Haouz earthquake.

A commitment that took shape in the first hours following this natural disaster, through the deployment on the ground of local authorities who provided support, monitoring, guidance and assistance to those affected, through the completion of all the procedures inherent in obtaining direct financial aid for reconstruction, as well as the necessary architectural plans and building permits.

And in application of the High Instructions of His Majesty King Mohammed VI, the local authorities have been strongly mobilized in order to offer the technical commissions composed of topographers, architects and building experts, all the necessary conditions for the accomplishment of their mission.

Similarly, as part of the implementation of the proximity policy advocated by His Majesty King Mohammed VI and the major imperative of being close to citizens and interacting positively with their needs and aspirations, local authorities have granted several private operators all the facilities required for the development of Depots dedicated to construction products, near areas housing houses under reconstruction. The objective is to reduce the costs incurred by the transport of construction products and to make them available to beneficiaries in sufficient quantities.

Hard and permanent work that continues at a sustained pace through monitoring, recurring visits to construction sites, permanent control of the conformity of the construction products used, in addition to compliance with the architectural plans issued by the competent services.

Approached by MAP, Elachy Anass, Architect, indicated that the reconstruction operation in the province of Chichaoua, particularly in the commune of Guemassa, is experiencing remarkable progress, thanks to the exemplary involvement of the provincial authorities and professionals in charge of construction, but also to the positive responsiveness of the population who “helped us a lot to bring this project to fruition in its most beautiful images.”

As part of the implementation of this major project, particular attention was paid to respecting all the criteria relating to the architecture and the way of building, which is perfectly in line with the specificities inherent in this area.

In a similar statement, Ilidaouen Khalid, son of Zahra Lahab, beneficiary of reconstruction aid, welcomed the progress of the construction works which have finally reached the finishing phase, highlighting the support, assistance and permanent monitoring they have been able to benefit from from local authorities and technical commissions.

He also expressed his deep gratitude to His Majesty King Mohammed VI for the great concern with which the Sovereign has surrounded the people affected by the earthquake, since the first hours of the occurrence of this natural disaster.

The same goes for Mr. Ouahbi Abderrahmane, son of another beneficiary in Douar “Tiklit”, who expressed his satisfaction with the progress of the post-earthquake reconstruction work, highlighting the ongoing support and monitoring of this operation by the local authorities and the various stakeholders.

In accordance with the High Royal Instructions, the government is granting direct financial aid of 140,000 dirhams for completely collapsed housing and 80,000 dirhams to cover the rehabilitation work of partially collapsed housing, it is recalled.
