The government has also decided to focus on supporting work-family balance in order to overcome the low birth rate. Next year, childcare leave benefits will be increased to a maximum of 2.5 million won, and a work-sharing support fund will be newly established for coworkers who take on the work of those on childcare leave.

According to the government’s 2025 budget plan released on the 27th, next year’s childcare leave salary budget will increase by KRW 1.4131 trillion from KRW 1.9869 trillion this year to KRW 3.4 trillion. The government has decided to raise the upper limit of childcare leave salary from the current KRW 1.5 million to KRW 2.5 million for the first three months, KRW 2 million for months 4 to 6, and KRW 1.6 million thereafter. The upper limit rate, which was normally limited to 80% of wages, will also be raised to 100% for the first six months. As a result, the maximum salary that can be received during one year of childcare leave will increase by KRW 5.1 million from the current amount to KRW 23.1 million.

The post-payment of 25% of the childcare leave salary after returning to work for more than 6 months will be abolished. In addition, spouse childbirth leave will be increased from the current 5 days to 20 days, and a short-term leave of absence of 2 weeks that can be used once a year will also be introduced.

In order to encourage childcare leave, support for companies will also be strengthened. In order to reduce the burden on employers and colleagues, the subsidy for hiring replacement workers will be increased from the existing 800,000 won to 1.2 million won, and a new childcare leave work-sharing subsidy of 200,000 won per month will be introduced with a budget of 25.2 billion won. This is a system in which employers pay 200,000 won per month to employees who compensate colleagues who take on the work of employees on childcare leave.

The budget for supporting childcare services has also been increased from 467.9 billion won this year to 513.4 billion won next year. Childcare services are services in which caregivers visit children under the age of 12 in households where there is a gap in childcare due to both parents working, etc., and provide care. Previously, households with an income of 150% or less of the median income were eligible for support, but the criteria have been relaxed to households with an income of 200% or less of the median income, and more than 10,000 additional households will be supported.

The budget will also be invested in housing support. The income requirement for the newborn special loan will be raised from 130 million won to 250 million won over three years starting next year, and 30,000 non-apartment rental units will be supplied at a lower price than the market price.
