Beijing: China said on Friday that it would talk to representatives of the Dalai Lama but not to officials of the Tibetan government-in-exile. Chinese Foreign Ministry spokesperson Wang Wenbin said this while reacting to reports of back channel talks between the Tibetan government-in-exile and the Chinese government. Wang said, ‘China does not recognize the Tibetan government-in-exile based in Dharamsala as legitimate. The so-called Jijang government-in-exile is completely against the Chinese constitution and laws. It is illegal and no country has recognized it.
On Thursday, Penpa Tsering, the political head of Sikyong, or Tibet’s government-in-exile, said in Dharamshala, India that he has been in back channel talks with China since last year but there is no immediate hope. He said that these talks are very informal. Another senior Tibetan leader in Dharamshala indicated that he wanted to revive the dialogue process as it was the only way to resolve the Tibetan issue. On that, Wang said, the Chinese government has two basic principles for contact with the Dalai Lama’s group. First, we will hold talks only with representatives of the 14th Dalai Lama rather than representatives of the government-in-exile or the so-called administrative centre. The second principle is that the subject of talks will be only about the arrangements and not on the so-called autonomy of Tibet.

Wang said the Dalai Lama should introspect and refrain from all activities that could harm the stability of Jijang. They should come on the right track so that we can move towards the next phase. Nine rounds of talks were held between representatives of the Dalai Lama and the Chinese government from 2002 to 2010, but no concrete results were achieved. No formal talks have taken place since 2010.

The 14th Dalai Lama fled Tibet in 1959 during the forced and illegal occupation of Tibet by neighboring China. The Dalai Lama came to India where he established a government-in-exile in Dharamshala, Himachal Pradesh.
