The first case of coronavirus infection was detected on October 27 in Heilongjiang province. Subsequently, cases of infection were detected in three local residents who were asymptomatic carriers of the virus.

Quarantine provides for strict control over the movement of vehicles. Also, the movement of all buses and taxis will be suspended and businesses will be closed. Also, the opening hours of supermarkets, warehouses and pharmacies will be limited, public events will be canceled, and places of mass gathering of citizens will be closed. At the same time, the safety departments of hydropower, oil, gas, heating and communications will continue to work, which ensure the functioning of public life. In addition, vehicles will be prohibited from leaving the city. An exception will be made for those who provide the city with vital goods.
