The government is looking into ways to extend the period of paid maternity leave for men, which is currently 10 days. We are also considering a plan to abolish the limit on one account per person for Individual Asset Management Accounts (ISA). The purpose is to increase social mobility by increasing women’s participation in economic activities and actively supporting individual asset formation.

Deputy Prime Minister and Minister of Strategy and Finance Choi Sang-mok (pictured) said this at a Ministry of Strategy and Finance press conference held on the 26th, saying, “We will try to restore the social mobility ladder.”

On this day, Deputy Prime Minister Choi, who introduced the direction of the ‘dynamic economy’ that the government is planning, cited the sluggish participation of women in economic activities as a major problem for the Korean economy. At the same time, he said, “In the case of maternity leave, spouses and men only get 10 days,” and added, “We are considering ways to further increase this and to ease restrictions on tax support for hiring women who have taken a break in their careers.” By creating an environment where women can work freely without worrying about career breaks, national productivity and social mobility can both increase. Currently, the Equal Employment Opportunity Act requires employers to grant 10 days of paid leave when a male worker requests maternity leave following the birth of his or her spouse.

Deputy Prime Minister Choi also said, “ISAs that support customized asset formation are divided by industry, such as banking, but we are also considering ways to create an integrated version or lift the limit on one account per person.” Deputy Prime Minister Choi explained that if the limit on one account per person is lifted, profits and losses from multiple accounts can be managed in an integrated manner.

Meanwhile, the Ministry of Strategy and Finance is also considering easing preliminary feasibility studies (pre-feasibility studies) for national research and development (R&D) projects so that basic research and application/development projects can proceed quickly. As President Yoon Seok-yeol recently announced that he would dramatically change the R&D pre-trial system, we are looking into improvement measures such as abolishing the pre-trial obligation for R&D projects with a total project cost of more than 50 billion won or raising the standard.
