The red dot is used in the Ministry of Health’s heat wave bulletin to mark urban centers where the highest level of heat risk is recorded. Risk for the entire population, not only therefore only for the weakest groups as indicated by the orange sticker.

The rules of the Ministry of Health against heat
To defend itself from the heat, the ministry reiterates some fundamental rules: avoid exposing yourself to heat or to the sun from 11 to 18; do not go to particularly busy areas, in particular for the most fragile people; go out in the cooler hours, keeping a distance of at least one meter from other people and avoiding physical activity outdoors during the hottest hours.
Then pay attention to the preservation of medicines, drink abundantly, avoiding too cold and alcoholic drinks. It is also important to follow a light diet, preferring pasta and fish to meat, avoiding elaborate and spicy foods. As for clothing, the Ministry of Health suggests wearing light, light clothing made of natural fibers (eg cotton, linen), sheltering your head with a light-colored hat and wearing sunglasses.
