Citskovskis also said that on Wednesday he applied to the Prime Minister regarding his demotion. He has asked to be transferred to a position that corresponds to his experience, knowledge and practice, but if this is not possible, then he demands to terminate the employment legal relationship with him.
“The transfer to this position, which does not correspond to my experience, knowledge and skills, is a deliberate aim to humiliate in the eyes of all public administrations, with the aim that I myself will leave the public administration,” assured Citskovskis.

Citskovskis’s claims about the pressure exerted are not true, and Kļaviņa considers them to be probably his chosen defense strategy, taking into account the started investigation in the criminal case, she told the LETA agency.
At the beginning of April, in response to the information provided by the General Prosecutor’s Office about the initiation of criminal proceedings in order to assess the legality of the use of special flights by former Prime Minister Krišjānis Kariņas (JV), Prime Minister Siliņa ordered the creation of a service inspection commission whose task was to find out the circumstances of violations of the laws and other regulatory acts specified in the application during the service inspection and evaluate the actions of officials.
At the same time – at the beginning of May – Silina already issued an order to initiate a disciplinary case against Citskovski. Such a decision was made “on the basis of the conditions and violations of legal norms found in the interim report of the service inspection commission”.
After the disciplinary case initiated by Silina, the government decided on July 9 to demote the director of the State Chancellery, Citskovski, offering him to lead the Department of Economic Security.
Siliņa explained at the press conference after the government meeting that the disciplinary commission found violations of the law on public procurement, which is why such a decision was made.
Citskovskis will be able to appeal the decision, however, this does not prevent the execution of the order. He admitted to the LETA agency that he would do so.
In connection with the procurement of the State Chancellery, the responsibility of several more persons will be assessed, it follows from what the Prime Minister said earlier in an interview on Latvian Television’s program “Morning Panorama”.
