Last week, Citskovskis applied to the Prime Minister regarding his demotion. He asked to transfer him to a position that corresponds to his experience, knowledge and practice, but if this is not possible, then he demanded to terminate the employment relationship with him.

The press secretary of the Cabinet of Ministers, Santa Jurgenson, confirmed to the LETA agency that such a submission was received, and the working relationship with Citskovski will be terminated.

“Last week, the State Chancellery accepted the application of Jānis Citskovskis, and according to Mr. Citskovskis’ own wish, the relations of the state civil service with him have been terminated,” Jurgensone said.

In the declassified documents of the Cabinet of Ministers regarding the demotion of Tsitskovskis, it is stated that there are four vacant civil service positions in the State Chancellery. They are – consultant of the State Administration Development Department of the State Administration Policy Department – data analyst, head of the Economic Assurance Department, legal advisor of the Financial and Contract Management Department and consultant of the Correspondence and Visitor Reception Department of the Document Management Department.

“Taking into account the long-term experience of Tsitskovskis as a manager, the only vacant manager’s position in the State Chancellery is the manager of the Economic Security Department,” the documents state.

They state that in this position, Tsitskovskis will have the opportunity to restore the lost trust in the position of manager, as well as to better understand the responsibility for the legality of procurement organization.

At the same time, it is indicated that alternative solutions have not been evaluated.

LETA already wrote that at the beginning of April, in response to the information provided by the General Prosecutor’s Office about the initiation of criminal proceedings in order to evaluate the legality of the use of special flights by former Prime Minister Krišjānis Kariņš (JV), the Prime Minister instructed to create a service inspection commission whose task was to clarify the law specified in the application and other regulations during the service inspection. the circumstances of committing violations of acts and to evaluate the actions of officials.

At the same time – at the beginning of May – Siliņa already issued an order to initiate a disciplinary case against the current head of the State Chancellery. Such a decision was made “on the basis of the conditions and violations of legal norms found in the interim report of the service inspection commission”.

After the disciplinary case initiated by Silina, the government decided on July 9 to demote Citskovski, offering him to head the Department of Economic Security.

Citskovsky is going to appeal the government’s decision. He also told the LETA agency that he will not accept “humiliating offers” and therefore will also refuse the offered position.
