According to a study by public finance expert François Ecalle published on the Fipeco website, the administration rate, which reports the number of civil servants per 1,000 inhabitants, stood on average at 74 in France in 2021. This average covers d significant disparities between regions and departments.
The administration rate thus amounts to 90 per 1,000 in Overseas Territories, 82 in Île-de-France and 81 in Corsica, but it is only 65 in the Pays-de-la-Loire region. The differences appear even greater from one department to another. While there are 105 civil servants per 1,000 inhabitants in Martinique, 101 in Corse-du-Sud and 95 in Haute-Vienne, this number drops to 47 in Ain and 50 in Haute-Saône.

In detail, the administration rate for the state civil civil service alone is on average nationally at 31 agents per 1,000 inhabitants. It amounts to 42 in Île-de-France, due in particular to the concentration of central administrations in the Paris region, but it is only 25 in Pays-de-la-Loire. At the departmental level, the highest ratios of state civil servants are observed in Paris (86), Guyana (44) and Haute-Garonne (39), the lowest in Vendée (17) and Ardèche (19). .

Variations of single or double depending on the departments

Concerning the territorial civil service, the administration rate is on average at 26 agents per 1,000 inhabitants at the national level. It varies from single to double between the departments of Ain (17), Haute-Saône (18) and those of Landes (35) or Paris (34).
