The trend is confirmed. Also strong in the private sector, training, which exceeds the symbolic threshold of one million current contracts at the beginning of 2024, continues its growth between the State, local authorities and hospitals. In 2023, a total of 25,020 new contracts will be signed there, according to an estimate from the General Council of Administration and Public Service (DGAFP). This represents 10.3% more than in 2022, for a growth of 1.9%, public and private combined. Fraud rates are on the rise

Local authorities continue to work the most on the subject, with 55% of new contracts signed in 2023, but their progress was interrupted last year. Their number of employers also fell by 2%. On the other hand, the increase continues for the State and hospitals, increasing by 29% and 35% respectively.

These rates are, however, misleading because they involve limited numbers. In 2023, 8,790 new contracts were concluded in the civil service of the State, or some 2,000 more than in 2022. There are 2,420 hospitals (+630). Compare to 13,810 local contracts.

The development of education among the people is often mentioned as one of the levers of its development. If your rate of progress is noticeable, barring sudden acceleration, the efforts of public employers also contribute to some degree.

A few different profiles

The profiles obtained are also slightly different from the private sector. This is especially the case regarding the level of the diploma prepared by the apprentices. In any case, we see an increase in university diplomas, but with a small improvement in the general population where they affect seven out of ten new apprentices (and even nine out of ten for the State) compared to six out of ten in the private sector. Public school students are still studying more often when they start a course (one in two compared to four in ten in the private sector).

The infra-baccalaureate training, which the city authorities want to encourage, is some of the city work, including in the local area, which receives the most C category representatives But they also represent 44% of the new contracts for the latter of workers are on average younger than in the rest of the civil service (21 years compared to 22 years in the other two sectors).

Reflecting gender mainstreaming, women represent 57% of those who sign training contracts in the public sector while in the private sector, on the contrary, men are the majority (55%). But this is a weight that is less than the female rate of permanent employment and contract in the civil service, which is 63%.
