The Chairman of the Board of Directors of the Sheikh Al-Taher Charitable Foundation, Salem Al-Qammoudi, said that civil society organizations in Libya are subjected to an intense campaign of restrictions and are living in a state of fear and anticipation due to the persecution of workers and activists in these organizations and their restriction by unfair legislation and regulations.

In a speech before the 55th session of the Human Rights Council in Geneva, Al-Qammoudi pointed to the obligation of civil society organizations to correct their status in accordance with Law 19 of 2001, which allows the dominance and interference of official authorities in the work of organizations, associations and their leaders.

The head of the Sheikh Al-Taher Foundation pointed to the circular of the National Unity Government issued on March 21, 2023, which granted civil society organizations in Libya a temporary legal status with an indefinite period until their status is corrected under the supervision of a new committee established by the government.

Al-Qammoudi noted that these illegal and confusing measures constitute a serious obstacle that restricts the work of civil society in Libya and contradict Article 15 of the Libyan Constitutional Declaration, which guarantees freedom of association. They also violate Libya’s legal obligation that it ratified in the International Covenant on Civil and Political Rights.

Al-Qammoudi called for the issuance of a temporary decree regulating the work of civil society, taking into account international standards and with the participation of civil society organizations until a law is issued by the House of Representatives, in addition to canceling all laws and decisions that conflict with the Constitutional Declaration, in addition to taking urgent and immediate measures to stop campaigns of incitement and distortion against civil society and its activists. in Lybia.

It is noteworthy that the Sheikh Taher Al-Zawi Charitable Foundation is a non-governmental, non-profit and independent institution concerned with charitable work and community development.
