Benefiting from co-financing from the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), this project was inaugurated by the Ministry of the Economy and Finance and the Ministry of Energy Transition and of Sustainable Development.

Entitled “Just Transition: Economic incentives for a successful climate policy and implementation of the CDN”, the said project supports Morocco in the use of economic instruments for the updating and socially responsible implementation of the Determined Contribution to National level (CDN) in the Kingdom.

Speaking on this occasion, the EU Ambassador to Morocco, Patricia Llombart Cussac, welcomed Morocco’s “constant determination” to move towards greener and more resilient economic development, integrating the current climate reality.

Ms. Llombart, in this sense, underlined the importance of this event in cooperation between Morocco and the EU on the climate level, emphasizing the ambition shared between the two partners to “decarbonize” their economies and to firmly commit to a green transition in the face of the threats of further accelerating global warming.

The planned EU contribution to this project is part of a broader program entitled “Green Energy”, worth 50 million euros, which includes support to the Moroccan government on the implementation implementation of its ambitions and climate policies, she noted, specifying that this program will be supplemented by a twinning between the National Energy Regulatory Authority (ANRE) and one or more of its European counterparts.

And he continued that the transition path, despite its difficulty, “must allow us to create new opportunities for industrial cooperation, economic growth and job creation, as it can contribute to strengthening our autonomy and competitiveness.”

For his part, the Ambassador of the Federal Republic of Germany, Robert Dölger, emphasized the importance of this project which marks a socially and economically fair transition and which aims to face climate challenges.

“Through this project, we will ensure that climate policies are equitable, inclusive and offer opportunities to everyone,” he noted, welcoming, at the same time, the exemplary character of Morocco in this area. to fight climate change.

For his part, the director of Climate Change, biological diversity and the green economy, at the Ministry of Energy Transition and Sustainable Development, Bouzekri Razi, highlighted the relevance of this project which aims in particular to update and socially responsible implementation of the CDN in Morocco.

The project will also make it possible to put in place all the necessary instruments to support the private sectors, with a view to dealing with the EU border carbon adjustment mechanism (MACF – CBAM), he noted. , while calling on the various stakeholders to become more involved in the execution of this project.

In turn, the Deputy Director of the Budget Directorate and President of the Climate Unit at the Ministry of Economy and Finance, Youssef Farhat, highlighted the importance of the CDN program as a very ambitious initiative. needing to be implemented, particularly through public policies and budgetary and tax measures.

He also highlighted the relevance of establishing a concerted framework to integrate the climate dimension into all budgeted programs.

The project was developed with an inclusive approach involving several ministerial departments and in close collaboration with several development partners, particularly the World Bank, the French Development Agency and the EU to ensure complementarity with other initiatives such as the Climate Program – Support for the CDN.

This launch ceremony highlighted two major themes which condition the future of the ecological transition. The first axis of discussion, centered on “The Just Transition” as a crucial pillar in the fight against climate change, allowed experts to share ideas aimed at integrating social equity into climate initiatives.

The second theme, explored by experts from Morocco and the EU, addressed the “challenges and opportunities of decarbonization in the context of the current crisis”. The discussions highlighted the need to adjust decarbonization strategies in the face of the pressing challenges imposed by the current climate crisis, while identifying opportunities to accelerate the transition to a more sustainable economy, particularly within the framework of the Green Partnership between Morocco and the EU.

The event thus underlined the imperative for concerted action, involving public authorities, the private sector and civil society, with international collaboration and a diversity of perspectives essential to address the complex challenges linked to climate change.
