After July 2, the Ministry of Finance is proceeding with the abolition of dozens of restrictions on the practice of many of the so-called “closed” professions. In fact, yesterday he published a relevant indicative list of professions. What essentially changes in these professions is that the issuance of a professional license is no longer required. The interested party simply has to proceed with a simple announcement of starting a profession by submitting the necessary supporting documents to the competent agency. From then on, if after three months there is no objection from the competent agency (e.g. due to the lack of all the necessary supporting documents), the profession is practiced freely by the taxpayer.

At the same time, from July 2nd, any restrictions related to the number of people who have access to each profession, minimum distances, geographical boundaries and minimum prices are automatically removed. Furthermore, the prohibition or enforcement of the sale of products from a specific professional establishment or under a specific corporate form does not apply. The professional is not obliged to offer other specific services together with his service, nor is the participation in the company capital limited by the professional status of the participants. If any restriction is deemed to be maintained for reasons of public interest, it will be clarified by issuing a Presidential Decree.

This is only about the professions opened by the first chapter of the relevant law and professions such as notary, lawyer and engineer are absent, which are regulated by special legislative provisions. There are still no professions that are excluded from the “opening” (such as pharmacists and geotechnicians) or are regulated in a special way by Community legislation.
