Cofepris creates the first Regional School of Sanitary Regulation

As planned, the European Union will contribute 1.5 million euros to strengthen the medicines and vaccines system.
The CDMX Health University is expected to house the Cofepris Regional School of Sanitary Regulation.
All student studies will be valid in various nations to foster deeper educational and regulatory integration.

In compliance with the Health Self-Sufficiency Plan for Latin America and the Caribbean, the signing of the Declaration for the Launch of the Regional School of Sanitary Regulation (ERRS) between the Federal Commission for Protection against Sanitary Risks (Cofepris), the European Union (EU) and the Pan American Health Organization (PAHO).

The meeting was chaired by the head of Cofepris, Alejandro Ernesto Svarch Perezwith the participation of the Secretary of Foreign Relations of Mexico, Alicia Barcena Ibarra, who in his capacity as witness of honor, highlighted the importance of signing this Declaration as the first step for the establishment of the Regional School of Sanitary Regulation. This, in turn, is the spearhead to promote regulatory convergence in the region, which is one of the seven lines of action defined within the Health Self-Sufficiency Plan.

The Declaration highlights the commitment of the European Union to contribute 1.5 million euros (capital to be administered by PAHO) that will be used to strengthen the drug and vaccine system and to create the Regional School of Sanitary Regulation.

The document was signed by the head of Cofepris, Alejandro Svarch Pérez, the Deputy Head of the Delegation of the European Union in Mexico, Jean-Pierre Bou, and the Interim Representative of PAHO Mexico, Juan Manuel Sotelo.

The project of the Regional School of Sanitary Regulation is part of the integration efforts that Mexico has undertaken and promoted in conjunction with the National Institute for Food and Drug Surveillance of Colombia (INVIMA) and the Center for State Control of Medicines, Equipment and Medical Devices of the Republic of Cuba (CECMED). It is important to note that this plan will contribute to strengthening the regulatory capacities of the Americas region.

This project began with the idea of ​​a National School based on recognizing the lack of professionalization spaces for technical health personnel, which affects the entire health system. However, through the cooperation work led by Mexico through the Ministry of Foreign Affairs, a similar scenario was detected in other countries in the region.

As a result of the above, a solution was designed to strengthen regulatory capacities, the promotion of regulatory convergence and the creation of spaces for continuous training in the Americas.

Where will the Cofepris Regional School of Sanitary Regulation be located?

It is anticipated that the Health University (UNISA) house the Regional School of Sanitary Regulation. This strategic alliance will provide the institutional and academic foundation for the school and will expand to other universities in the region. This will allow students’ studies to be valid across nations, fostering deeper educational and regulatory integration.

This plan will be possible thanks to cooperation actions with the European Union and PAHO, which will provide the essential financing for its execution. The work plan has a duration of 4 years, from 2024 to 2028, and will have 60% of the budget of the funds available in the first year. The main objective of the project is to strengthen the regulatory systems of the region to promote sanitary self-sufficiency.
