“We thank the armed actors for trusting in our humanitarian, neutral, independent and impartial work, which seeks to contribute to the protection of people during armed conflicts. This humanitarian mission is reflected in cases such as that of people in the power of a armed actor, especially from his release to family reunification,” said Joelle Cervantes, an ICRC delegate.

In accordance with the principle of neutrality, the ICRC maintains a confidential dialogue with state and non-state armed actors, in order to improve respect for humanitarian norms. Within this framework, the ICRC can facilitate the release of persons at the request of the parties involved. In these humanitarian operations, the institution fulfills a strictly humanitarian role as a neutral intermediary, which includes the purpose of reunifying the released persons with their families.

“We will continue to accompany the communities and people affected by armed conflicts. In the same way, we will continue to dialogue with all the armed actors to make them aware of the humanitarian consequences that armed conflicts continue to produce, as well as the strict obligation they have to respect the right international humanitarian law and other humanitarian norms,” ​​added Cervantes.

In this way, the ICRC reiterates its willingness to facilitate any humanitarian operation that reduces the suffering of people affected by armed conflict and violence. So far this year, the ICRC has facilitated the release of 46 people and reiterates its willingness to participate in this type of humanitarian operation.
