This is the first meeting of the Interministerial Commission for the Implementation of the National Staff Training Plan (CI-PNFQ), which also analyzed aspects linked to the readjustment and composition of this commission, according to the press release issued from the meeting.
According to the note, the plan projects the expansion of teaching/training subsystems, estimating the number of staff trained by 2037.
The Angolan National Human Capital Development Plan 2024-2037, still to be submitted for approval by the Council of Ministers, is a long-term multisectoral planning instrument, which guarantees political and technical guidance, in accordance with development needs. from the country.
The document includes “an effective” adjustment of the training offer and the adaptation of qualifications to the needs of the job market, the statement said.
The Interministerial Commission also analyzed the National Staff Training Plan for 2024, with which it intends to coordinate education, science, qualification and professional training policies with policies relating to social inclusion and work.
The document proposes the allocation of financial, material and technological resources necessary for the “good” implementation of the aforementioned plan and to encourage the creation of an integrated information and management system for educational and training provision, aligned with the strategic objectives of the National Development Plan.
However, in statements to the press, the director of the Staff Office of the President of the Republic, Edson Barreto, informed that the Human Capital Development Plan includes public teaching, education and training policies in Angola, which will come into force after approval in the Council of Ministers.
He added that the document outlines the guidelines for the ministerial departments, having an overall vision to guarantee the training of staff in accordance with the country’s development needs.
The understanding, he said, is that public education and teaching policies are part of an ecosystem, so that the profile of trained staff is of interest to demand.
He highlighted that it must ensure, for example, that higher education institutions train teachers for technical and professional schools in accordance with the requirements of the Ministry of Education, as well as guaranteeing a balance between the supply and demand for staff.
Edson Barreto explained that the Ministry of Economy and Planning will be responsible for training staff for entrepreneurship and business development, and the Ministry of Territorial Administration (MAT) will be responsible for training staff for local government.
He also added that the Ministry of Public Administration, Labor and Social Security (MAPTSS) must ensure the training of staff for central and local public administration and the professional training system, while the ministries of Education and Higher Education, Science, Technology and Innovation are responsible for the public policies of the respective subsystems.
