The new Central Committee and the Central Commission for Discipline will also elect them. These are the main programs of the 20th Party Congress. Every Communist Party in the world is developing and testing many new practices to strengthen the organization and make intra-party democracy more efficient. There will be competition on the panel submitted by the existing committee regarding all the delegates to the party congress, if the delegates suggest some more names. However, in the Chinese party, 15 percent to 30 percent more comrades are presented to the delegates of the conference and deliberately provide an opportunity to select some of them and exclude others. For example, before the 19th Party Congress, the Jianshi Provincial Committee had the right to elect 69 delegates, but 90 names were presented to the current committee meeting. 30 percent more than required. Therefore, 30 percent of the candidates were excluded and only 69 candidates were elected. The same pattern was applied in the election of various level committees including the Central Committee. Since becoming the chief executive of the CPC, Xi Jinping has made it clear that significant interventions and corrections are needed in three areas. Xi stressed the importance of rapidly reducing economic disparity and inequality between individuals and regions as he seeks to transform China into an egalitarian society. Another important area of ​​action, he emphasized, was the need to intervene more carefully to preserve the ecological balance. Xi also said that there will be strong corrective measures against the ongoing corruption at various levels.

It is important to note that the new economic and political policies that began under the leadership of Deng Xiaoping elevated China to become an economic power next to the United States. However, it can be understood from Xi Jinping’s words that the leadership of the Chinese Communist Party sees the new problems that are forming as part of it.

However, some commentators and experts who claim that China will look regardless of this, are mainly discussing whether Xi Jinping will become an all-powerful leader with this conference. By the 1980s, a system of two five-year terms was introduced for the party leadership and the presidency. The Chinese Parliamentary Assembly had earlier removed that provision in the case of the presidency. The 20th Party Congress may discuss and decide on the post of Party General Secretary.

Communist parties follow the organizational principle of collective leadership. Some individuals may gain more prominence in recognition of their unique talents. Even then, the party should work as a collective leadership. Lenin, Hochim and other communist leaders are examples of that. Along with that, the prevalence of personal influence has not entered into some parties in some cases. To overcome it, the communist parties have to be extremely careful.

After Mao Zedong and Deng Xiaoping, it is observed that Xi Jingping is emerging as the leader of the Communist Party of equal importance.
