Conventions of the alternating Republican–Democratic parties in the United States do not garner much media attention. The situation in England, India and most other countries is no different. It is known under what conditions some media discussions are going on regarding the AICC presidential election. The fact is that in none of these are the economic–social–political–cultural policy approaches to be followed as one’s country moves forward. Or if there is any debate, it will be limited to what changes are needed in the current exploitative economic-political policies. All the rest of the fuss will be based on personal speculation.
Communist Party meetings are completely different from this. An example of this is the Chinese Communist Party Congress, which will begin in Beijing the next day (October 16). The party congress, held every five years, scrutinizes how well the country and the Communist Party have achieved their stated goals. After reviewing the achievements, they will jointly formulate future action plans. The plenary session of the Central Committee, which met from October 9 to 12, finalized the proceedings of the Party Congress. The 20th Party Congress, which will meet for a week from October 16, will discuss the main work report presented by General Secretary Xi Jinping. It will be approved with necessary amendments. The action report of the Central Commission for Disciplinary Inspection will then be considered. Party constitutional amendments will also be discussed and decided. The new Central Committee and the Central Commission for Discipline will also elect them. These are the main programs of the 20th Party Congress. Every Communist Party in the world is developing and testing many new practices to strengthen the organization and make intra-party democracy more efficient. Let’s look at some examples of the Chinese Communist Party in this regard.
There will be competition on the panel submitted by the existing committee regarding all the delegates to the party congress, if the delegates suggest some more names. However, in the Chinese party, 15 percent to 30 percent more comrades are presented to the delegates of the conference and deliberately provide an opportunity to select some of them and exclude others. For example, before the 19th Party Congress, the Jianshi Provincial Committee had the right to elect 69 delegates, but 90 names were presented to the current committee meeting. 30 percent more than required. Therefore, 30 percent of the candidates were excluded and only 69 candidates were elected. The same pattern was applied in the election of various level committees including the Central Committee. In 2017, in the Central Committee elections of the 19th Congress, eight percent of the candidates who were presented more were eliminated through the competition. The 18th Central Committee election was also held in the same manner.
It can be considered in addition to this that the CPI-M and the CPI practice of publishing a long document containing political analysis in India (draft political resolution) two months before the party congress, in all the languages of the country (in which the party elements work).
It is also noteworthy that the main activity report was discussed at various levels ahead of the 20th Party Congress. At the end of August 2022, a meeting of people from various fields was held under the leadership of General Secretary Shi Jin Ping and opinions were sought on the main parts of the draft report. It can be considered in addition to this that the CPI-M and the CPI practice of publishing a long document containing political analysis in India (draft political resolution) two months before the party congress, in all the languages of the country (in which the party elements work). It is mainly in party elements, but it is happening.
According to the decision of the 19th Party Congress of the CPC, the great movement to completely eradicate extreme poverty as part of the remaining economic gap in China achieved a remarkable final victory. When the centenary of the founding of the CPC was celebrated in 2021, it was assessed that not only the heroic efforts of the Communist Party-led government, but also the strategy of the party, which turned it into a people’s movement, played a major role in making China a country free from extreme poverty. 77 crore people have been lifted out of poverty as a result of continuous efforts since 1980. It is expected that the 20th Party Congress will discuss the experiences in this regard.
Since becoming the chief executive of the CPC, Xi Jinping has made it clear that significant interventions and corrections are needed in three areas. Xi stressed the importance of rapidly reducing economic disparity and inequality between individuals and regions as he seeks to transform China into an egalitarian society. Another important area of action, he emphasized, was the need to intervene more carefully to preserve the ecological balance. Xi also said that there will be strong corrective measures against the ongoing corruption at various levels.
It is important to note that the new economic and political policies that began under the leadership of Deng Xiaoping elevated China to become an economic power next to the United States. However, it can be understood from Xi Jinping’s words that the leadership of the Chinese Communist Party sees the new problems that are forming as part of it.
However, some commentators and experts who claim that China will look regardless of this, are mainly discussing whether Xi Jinping will become an all-powerful leader with this conference. By the 1980s, a system of two five-year terms was introduced for the party leadership and the presidency. The Chinese Parliamentary Assembly had earlier removed that provision in the case of the presidency. The 20th Party Congress may discuss and decide on the post of Party General Secretary.
Communist parties follow the organizational principle of collective leadership. Some individuals may gain more prominence in recognition of their unique talents. Even then, the party should work as a collective leadership. Lenin, Hochim and other communist leaders are examples of that. Along with that, the prevalence of personal influence has not entered into some parties in some cases. To overcome it, the communist parties have to be extremely careful.
After Mao Zedong and Deng Xiaoping, it is observed that Xi Jingping is emerging as the leader of the Communist Party of equal importance. At the same time, some weeks ago, some people from unknown sources spread the lie that Xi Jinping was under house arrest. This is a regular performance of the media, which protects the interests of the exploiting class. Let us hope that the Chinese Communist Party, which has more than 9.6 million members, will overcome all kinds of evil propaganda and advance in building an egalitarian and strong China. It is also believed that by discussing and solving the existing problems with the neighboring countries including India, a favorable situation will be created to develop good friendly relations.
