NGI Sul, a company that operates the ferry crossing between the cities of Itajaí and Navegantes, on the North Coast of SC, officially expressed its opinion on the bill approved by Alesc (Legislative Assembly of the State of Santa Catarina) regarding payments in waterway, river, lake or sea transport services.

Under this law, the company would have to offer other alternatives, in addition to cash, for payment, such as cards and Pix.

O pronouncement highlights that the law is not yet in force, and, if sanctioned, will need to be regulated and go through a period of adaptation. NGI also advocates the adoption of the NGI Card, a rechargeable card system. Check it out in full:

“Note of Clarification

The management of NGI Sul is publicly expressing its opinion on the recent law approved by the Legislative Assembly of Santa Catarina, which deals with the acceptance of electronic payment methods, such as cards and PIX, in waterway, river, lake or sea transport services. Regarding this fact, it is essential to clarify:

•⁠ ⁠The aforementioned law was approved on December 19 of this year, has not yet been sanctioned by the State Executive Branch, and lacks its own regulation. Therefore, it is not yet in effect;

•⁠ ⁠Even after the Executive Branch decides whether to sanction it or not, the company will have a period of adaptation, which may involve meetings between technicians from the company and the State Secretariat for Infrastructure and Mobility (SIE);

•⁠ ⁠NGI Sul, as a provider of water transport services, will adapt to the law, as it has always done, but understands that the best form of electronic payment is in a system already acquired and ready for operation, called NGI Card, where the user can recharge their card and make payment, regardless of the category (car, motorbike, bicycle or pedestrian). For two years, NGI Sul has been awaiting authorization from SIE to begin its operation;

•⁠ ⁠The NGI Card was designed as a way that combines the technology already present in large cities that use public transport cards, combined with the speed of fare payment, which would avoid delays and delays compared to conventional systems, such as debit/credit card and PIX;

•⁠ ⁠Finally, it informs that, since the approval of the law, NGI Sul employees have been victims of attacks and verbal abuse, as well as coercion from users who are unaware of the process between the approval of a matter, the sanction and the beginning of its application. Requests that the work of its employees is respected by everyone.

Last Tuesday (19), Alesc approved the bill that determines the option of payments by card or Pix in maritime, waterway, river or lake transport.

The guideline has not yet been sanctioned, it has only advanced at Alesc. Now, it goes to governor Jorginho Mello (PL) for consideration. With the potential sanction, authorization processes must be accelerated.

The bill approved in the Assembly was authored by deputy Paulinha (Podemos), who used as an argument the varieties of payments available today. “It is not reasonable that, in 2023, a public service limits users to cash only,” she said.

In addition to determining the payment option via Pix or credit card, the project also establishes the installation of signage signs that indicate these types of transactions. Specific and identified counters may be available for fare payment.

The bill also provides that, in case of non-compliance, a fine of R$10,000 must be imposed for each refusal to pay using the new forms.
