The UN invokes resolution 1701 and asks the international community to support a 385 million aid plan for Lebanon

The UN Secretary General, António Guterres, responded to Israel’s invasion of Lebanon by expressing his “deep concern” about the escalation of the conflict. In a statement issued by his spokesman, Stéphane Dujarric, Guterres “calls for an immediate ceasefire. An all-out war in Lebanon must be avoided at all costs and the sovereignty and territorial integrity of Lebanon must be respected.”

The statement reports Guterres’ contacts with Lebanese Prime Minister Najib Mikati. The Secretary General of the United Nations, the text says, “told the prime minister that the entire United Nations system in Lebanon has been mobilized to help all those in need in the country.” The head of the organization “asks the international community to urgently support the humanitarian appeal of 426 million euros. [385 millones de euros al cambio actual] launched today in Beirut.” The statement concludes by asserting that Guterres will continue his diplomatic contacts, and with his representatives on the ground, “their efforts to de-escalate the situation.”

In a simultaneous statement, the United Nations special coordinator for Lebanon, Jeanine Hennis-Plasschaert, confirmed that the worst fears have come to pass. “What we feared has come. With attacks across Lebanon, including the heart of Beirut, and raids across the Blue Line [zona de demarcación en la frontera con Israel]violence is reaching dangerous levels. Every rocket and missile fired, every bomb dropped and every ground invasion made the parties further away from the vision established in resolution 1701. [de 2006, la última vez que Israel bombardeó Líbano] from the Security Council and the conditions necessary for the safe return of civilians on both sides of the Blue Line.”
