The appointment of Mario Godoy to the Judiciary prompted reactions from two parties, Construye and PSC, who say that Correísmo and ADN are arguing in ‘public‘, but they make pacts in ‘private’.

A suspicion is growing in the corridors of the National Assembly, gaining followers by the hour. It is about an alleged pact between Correa’s supporters and the government, in the Citizen Participation Council, to appoint Mario Godoy as a member and president of the Judicial Council (CJ).

“You don’t have to be very analytical to identify that there is an agreement between two political groups that, in the eyes of the public, are fighting, but, on the other hand, they agree to interfere in this election,” said Otto Vera, of the Social Christian Party (PSC), on July 11. Along the same lines, Paúl Buestán, of the Construye movement, said that, with this type of actions and decisions, the objective of the Participation Council continues to be distorted.

“All this with the collusion of political actors linked to Correa and the consent of the ruling party of ADN, who have placed a person who will be at the head of the Judiciary, precisely at a time when judges are going to be appointed,” said Buestán.

The accused deny it. Franklin Samaniego, from the Citizen Revolution bench, says that his party had nothing to do with the preparation of the list sent by the National Court of Justice (CNJ), but that, as always, the appointment ends up being the fault of Correaism.

He also denied that the Oversight Commission, where Correa’s supporters also joined forces with the government to approve a motion, had exerted pressure to reconsider the vote that, in the first instance, appointed Dunia Martínez. Meanwhile, the government supporter Adrián Castro said he believed that there was no agreement between political movements and that there should not be one regarding this election.

He also does not rule out the possibility that there may be an affinity between the new president of the Judiciary and the Citizen Revolution.

Everyone to supervise

Although Mario Godoy would be in office for just six months, the majority in the Assembly agrees that this is enough time for him to interfere in vital processes for the justice system. One of them is to end the competition for the appointment of 10 judges of the National Court of Justice whose term ends at the beginning of 2025. Buestán announced that Construye has activated all the oversight mechanisms around this competition and that there are complaints of possible irregularities.

The PSC will begin by monitoring what happened in the Citizen Participation Council, especially whether the procedure used for the reconsideration of the vote and the subsequent election of Godoy was correct.

“Whoever has been elected will have an influence when it comes to appointing judges and disciplinary actions.” Otto Vera, PSC assemblyman.

Even members of the ruling party, who are accused of joining Correa’s party for this election, believe that they should be aware of the decisions that Godoy makes in the Judiciary. Adrián Castro said that he will put himself “keep an eye out” to necessary actions such as the cleansing of the justice system. Also, to possible attempts to “interfere” in judicial cases to benefit political actors prosecuted for corruption.

Possession

The notification from the Citizen Participation Council, with the designation of Mario Godoy as a member of the Judicial Council, had not reached the Assembly as of the closing of this note. Alejandro Muñoz, secretary of the Assembly, said on July 11 that, most likely, the official’s inauguration will take place next week. If the notification arrives between Thursday or Friday, July 12, President Henry Kronfle would be calling for the formal ceremony for the session of July 16.
