The government is launching a pilot project to shorten continuous working hours to strengthen the protection of medical residents.
On the afternoon of the 1st, the government held a meeting of the Central Disaster and Safety Countermeasures Headquarters (CDC), presided over by Prime Minister Han Deok-soo, at the Seoul Government Complex to discuss ways to promote a pilot project to reduce continuous working hours for medical residents.
The gist of the pilot project is to voluntarily shorten the continuous working hours of residents for one year from the current 36 hours to 24 to 30 hours depending on hospital conditions, and to allow each hospital to autonomously decide on work patterns and hours, adjustment of additional personnel, etc. .
According to the Korean Medical Residents Association, the average weekly working hours of residents is 77.7 hours as of 2022, which is higher than that of major countries such as Japan (28 hours), the United States (24 hours), and the United Kingdom (13 hours).
Long hours of continuous work have been cited as a major cause of burnout among medical residents and avoidance of essential medical care.
The government will recruit organizations participating in the pilot project from the 2nd to the 17th.
Among a total of 218 residency training hospitals, the hospital of your choice is eligible to participate. Each hospital must apply including at least two subjects among internal medicine, surgery, obstetrics and gynecology, pediatrics, neurosurgery, and thoracic surgery.
The government plans to provide institutions participating in the pilot with the benefit of excluding them from the field survey for this year or the next training environment evaluation or increasing the number of separate majors by up to 5 depending on the number of participating subjects.
Starting next year, support for labor costs for additional personnel is also being considered.
Meanwhile, Prime Minister Han said in his opening remarks, “I will do my best to support the provision of educational conditions, including manpower and facilities, so that medical schools can properly educate the increased number of students.”
Prime Minister Han said, “Tomorrow, the University Education Council (University Education Council) plans to disclose the results of the number of students recruited,” and added, “As of yesterday, 32 medical schools across the country whose seats were increased this time have decided on the number of students to be recruited for the 2025 school year and submitted it to the University Education Association.”
In addition, Prime Minister Han mentioned the point where President Yoon Seok-yeol and Democratic Party leader Lee Jae-myung formed a consensus on medical reform at the summit meeting held on the 29th of last month, and said he would actively communicate with the National Assembly.
Prime Minister Han said, “The government will fully communicate with the National Assembly during the medical reform process,” and added, “In order to complete medical reform, we will open our minds and listen to anyone’s opinion at any time.” At the same time, he asked, “The medical community should also actively respond to dialogue with the government.”
He repeatedly urged the medical community to stop collective action.
Prime Minister Han said, “If the medical community comes up with a single, scientific and reasonable plan, it is possible to discuss the size of the increase in medical staff after 2026,” and added, “Despite this, professors at another hospital are predicting a closure this coming Friday.”
Prime Minister Han went on to say, “This is a truly unfortunate incident,” and appealed, “Please stay by the patient’s side as you have done so far, and residents and medical students must also return now.”
