The conditions of the contribution for the poor have become known. The essence of the social instrument promoted by the authorities is as follows – for the amount of up to 100 thousand rubles, the owner of the deposit will receive monthly interest equal to the key rate of the Central Bank plus 1%. So the poor will try to save money from inflation by protecting their accounts with relatively high interest rates. But are there many poor citizens in Russia who can boast of hundreds of thousands of savings to open a deposit?

The Bank of Russia, together with the State Duma, is working to create a special financial instrument, a social contribution for poor citizens. It is planned to provide access to the deposit to people who are officially listed as poor – that is, they receive social assistance from the state.

The essence of such a contribution is as follows – for an amount up to 100 thousand rubles, its owner will receive monthly interest equal to the key rate of the Central Bank plus 1%. Interest will be transferred to the social bank account. And according to it, the principle of operation is similar – for amounts up to 100 thousand rubles, interest equal to the key rate minus 0.5% will be calculated monthly. The payment system for these products can only be the state – “Mir”. That is, they will try to save the money of the poor from inflation by protecting their accounts with interest rates close to the key rate of the Central Bank, since they are usually somewhat lower for bank deposits and card accounts.

It should be noted that according to Rosstat, 16 million citizens (11% of the population) are considered poor in the country. Approximately 60-70% of the poor receive benefits – the rest either do not seek help or are not fully informed about their rights in terms of state support. Thus, more than 10 million Russians can become potential clients of banks to open a deposit for the poor. Of course, in the event that they have savings to open a deposit of up to 100 thousand rubles.

Experts have serious doubts about this. If a household has tens of thousands of “extra” rubles for a deposit, then how can it be officially recognized as poor, asks Mikhail Kogan, head of the analytical research department at the Higher School of Financial Management.

“If all family incomes are less than the subsistence minimum, then they can apply for this status of the poor. Moreover, all family incomes and the subsistence minimum are added up, and then divided by the number of members of this unit of society, ”continues Kogan.

The expert cites the following conditional family as an example. A working spouse with a salary of 40 thousand before taxes and a non-working spouse raising a small child. With a living wage of 20 thousand for an adult and 15 for a child, such a family can be recognized as low-income, since the average income will be just over 13 thousand per person, with a minimum of more than 18 thousand.

“Where such families get the money to take to the bank is unclear. In addition, proposals for fixed deposit rates during this year will reach up to 11%, which is more profitable in the long term than dependence on the key rate, ”the source of MK notes.

It is difficult to say how much this tool will be in demand by citizens, says Ivan Samoylenko, managing partner of the B&C Agency communications agency. “We are talking about people who have an income below the subsistence level: in Russia this amount is 11,950 rubles, for the able-bodied population – 13,026 rubles, for pensioners – 10,277 rubles. These funds are clearly not enough to create savings for opening a deposit, ”the expert is convinced.

Vasily Karpunin, Head of the Information and Analytical Content Department at BCS World of Investments, is not sure that such a product will be popular. “Firstly, an additional 1% of 100 thousand rubles is only 1 thousand rubles. Secondly, process automation is required. If you need to provide additional documents to open a social deposit, this will further reduce the interest of citizens,” he summed up.
